America 'Gets a Big Zero' for Post 9-11 Performance

Have the results of the Bush Administration's policies proven themselves effective? According to this op-ed article from one of Qatar's leading newspapers, Al-Watan, 'the American administration didn’t only fail to meet its stated objectives - it has succeeded in achieving the exact opposite!'

This Monday marks the fifth anniversary of the September 11th attacks, which the Bush Administration has used to justify invasions of Afghanistan and Iraq, prevent a settlement of the Palestinian question, and then under the guise of false democracy, launch projects for the "Greater" and then the "New" Middle East.

If we were to grade the performance of the United States over the last five years, we would have to say without hesitation that it gets a big zero - and the blame goes to the worst administration to govern the United States since World War I.

Not only has its reputation, prestige, credibility, and economy been diminished, but its influence has declined after a series of major foreign policy failures. These failures have weakened Israel; in fact it has historically and fatefully damaged the Hebrew State, along with carefully laid joint U.S.-Israel plans to secure Israeli control over the Middle East.

Everything has crashed against the rock of arrogance. Their baffled experts ran around confused in search of a way out, but all the exits are closed save one. America must walk the passageway toward dispelling conditions that create impotence and humiliation, and succumb to the only solution: to cooperate with the rest of humanity. In that tragic scene [of 9-11], the "legendary boxer" took a hit that knocked him down and made his nose bleed.

A careful reading of U.S. activities over the five years since the Twin Towers were destroyed adds another big zero to the first; America's excessive use of force to combat "terrorism" has brought about the opposite results from those the United States had hoped to achieve. Notable figures in the United States attest to this fact, especially in light of statistics prepared by the National Counterterrorism Center which estimates that since September, 2001, 100,000 people, mostly Iraqis, have died during Bush's "War on Terror."

What's worse is that Iraq's daily casualty rate alone has risen from 30 per day two years ago, to 80 per day as this year began, to 120 per day over the last three months. In other words, killing Abu Musab al-Zarqawi in June has resulted in a 50 percent rise in bombing victims!

It's true that American forces annihilated the Taliban government in a matter of weeks, but large parts of Afghanistan are currently in the hands of [former Taliban Chief] Mullah Omar . And it's correct to say that Allied forces ended Saddam Hussein's regime within months, but no security or stability has been achieved, nor has democracy settled in, as Bush promised when he said Baghdad would be a beacon of democracy for the entire Middle East.

Instead of security, stability, and democracy, there is chaos, civil war, and separatist movements. And whoever heard George Bush's recent speeches noticed that he no longer focuses on the virtues of the "peace that will settle over Iraq" as he has in the past, but instead warns of the consequences of U.S. failure and military withdrawal. But his dark tone is not unusual, as his decisions are emotional and improvised. This is why he has declared war on the world and is responsible for the deaths of 100,000 people.

As for his Administration's attempt to correct course, after Israel's air assault against Hezbullah failed to bring victory, this must be measured as another failure. Suddenly, all of its dark, oppressive schemes have collapsed, and the sun of a new Middle East has begun to rise. Not a new Middle East of American design, but one that is fair and that leaves its sovereignty intact.

In the years that have passed since 9-11, American policies have made the world less secure and terrorism more widespread; i.e., Washington's behavior is the number one producer of terrorists. Thus, the painful truth that must be recognized is that the American administration didn't only fail to meet its stated objectives - it has succeeded in achieving the exact opposite!

يوم الاثنين المقبل تحل الذكرى السنوية الخامسة لهجمات سبتمبر التي استخدمتها إدارة الرئيس جورج بوش لغزو أفغانستان، ومن ثم العراق، ولمنع التسوية الفلسطينية ولإطلاق مشاريع الشرق الأوسط «الكبير» ومن ثم «الجديد» تحت ستار الديمقراطية الزائفة.ولو قيض لنا أن نمنح الدولة الأعظم علامة في امتحان السنوات الخمس، لقلنا دون تردد: لقد حَصَدَتْ صفراً كبيراً تسببت فيه أسوأ إدارة حكمت الولايات المتحدة منذ الحرب العالمية الأولى.ولم تتراجع سمعتها وهيبتها ومصداقيتها واقتصادها فحسب، بل تآكل نفوذها بعد سلسلة من الإخفاقات الكبرى، ضربت كل خططها المتعلقة بالسياسة الخارجية، وهي إخفاقات ساهمت في إضعاف إسرائيل وإلحاق أضرار تاريخية ومصيرية بالدولة العبرية وبخطط مشتركة وضعها خبراء أميركيون وإسرائيليون لتأمين هيمنة إسرائيل على الشرق الأوسط.تحطم كل شيء على صخرة الغطرسة، وانهمك أولئك الخبراء المرتبكون الحائرون في البحث عن مخرج، لكن المخارج أقفلت ولم يبق سوى عبور النفق والتخفف من شروط التعجيز والإذلال والرضوخ لخيار الندية في التعامل مع بقية البشر.من هذا المشهد المأساوي، تلقى «الملاكم الأسطوري» ضربات أقعدته وأدمت أنفه وجاءت القراءة المتأنية لمنجزات الأعوام الخمسة التي أعقبت تدمير البرجين لتضيف إلى الصفر الكبير صفراً آخر. فالقوة المفرطة التي استخدمتها الولايات المتحدة لمحاربة «الإرهاب» أعطت نتائج مغايرة تماماً لما أريد لها أن تحققه. والأرقام الأميركية ذاتها تشهد على ذلك، خصوصاً عندما تعترف إحصائية أعدها «المعهد الوطني الأميركي لمنع الإرهاب»، بأن مائة ألف شخص غالبيتهم عراقيون سقطوا قتلى في حرب بوش على «الإرهاب» منذ سبتمبر عام «2001».الأدهى أن المعدل اليومي للقتلى في العراق وحده ارتفع من «30» يومياً قبل سنتين إلى «80» أوائل العام الحالي، إلى «120» في الشهور الثلاثة الأخيرة، أي أن قَتْل أبو مصعب الزرقاوي في شهر يونيو أدى إلى ارتفاع نسبته 50% في ضحايا التفجيرات!صحيح أن القوات الأميركية قضت على حكومة طالبان في بضعة أسابيع، لكن أجزاء كبيرة من أفغانستان ساقطة حالياً بيد الملا عمر، وصحيح أن قوات التحالف أنهت نظام صدام حسين خلال شهور، إلا أن الأمن لم يتحقق وكذلك الاستقرار، كما لم تحل الديمقراطية التي وعد بوش بأن تكون بغداد نقطة الإشعاع لنشرها في الشرق الأوسط. وحلت بدل الأمن والاستقرار والديمقراطية، الفوضى والحرب الأهلية والخطوات الانفصالية والتقسيمية.ومن سمع خطابات جورج بوش الأخيرة، يلاحظ أنه لم يعد يركز، كما في السابق، على مزايا «السلام الذي سيحل في العراق»، ولكنه أصبح يحذر من مغبة فشل الولايات المتحدة، وعواقب انسحابها العسكري من العراق، ولهجته السوداوية هذه ليست مستغربة، فقراراته الانفعالية والمرتجلة التي جعلته يعلن الحرب على العالم، هي المسؤولة عن المائة ألف قتيل، أما محاولات «تصحيح المسار» الذي ظنت إدارته أنه سيتحقق عبر انتصار إسرائيلي كاسح على حزب الله، فقد أضافت إخفاقاً آخر، وصدمة انهارت معها كل المشاريع الظالمة والمظلمة، لتبزغ شمس شرق أوسط جديد ليس بمواصفات أميركية بل بمواصفات سيادية عادلة.ل عام يمر في ظل السياسات الأميركية، يصبح العالم أقل أمناً، والإرهاب أكثر انتشاراً، أي أن مسلك واشنطن هو المنتج الأول للإرهابيين. لذلك فإن الحقيقة المؤلمة التي لابد من الاعتراف بها هي أن الإدارة الأميركية لم تفشل فقط في إنجاز أهدافها المعلنة، خلال السنوات الخمس الأخيرة، بل «نجحت» في تحقيق عكسها تماماً!
