Ecuador Faces New PressureTactics from the U.S.

The indefinite suspension, ordered by Washington, of the bilateral dialogue with Ecuador that has been in place since 2008 is considered to be a new measure of pressure based on a strategy of rejection by U.S. authorities.

Ecuadorian Foreign Minister Ricardo Patino announced that "the unilateral declaration of a government must be respected, but Ecuador will not take one step backwards in its sovereignty."

He also said Thursday that although "the relationship with the United States seems important to us, we will not plead, in any case."

The representative of the government of President Rafael Correa affirmed: "If a country decides to suspend bilateral talks with Ecuador, we have 190 countries with which we will continue talking."

In the same vein, he stated: “…they have contact with us because they are interested in a relationship with Ecuador: not because they are doing us favors, but because the deal is mutual benefit. We are not beggars."

The United States adopted the resolution to suspend bilateral dialogue a week after Ecuador declared former Ambassador Heather Hodges persona non grata, after she failed to provide a satisfactory explanation for the offensive content of a cable revealed by Wikileaks.

In this cable, Hodges said that President Rafael Correa appointed former Police Chief Jaime Hurtado despite knowing the officer's criminal history, because he could be easily manipulated. The United States responded by declaring the Ecuadorian ambassador to Washington, Luis Gallegos, persona non grata and suspended a round of bilateral talks that were scheduled.

In addition, on Thursday, President Correa approved the immediate implementation of the National Plan of Incentives for all sectors affected by the failure to renew the Andean Trade Preference System, which is predicted by the government to result in employment layoffs.

Another point the executive office has given emphasis to is the promotion of trade, openness and diversification of markets in order to secure commercial negotiations with the European community and Asia.

Ante el anuncio hecho por el portavoz del Departamento de Estado, el canciller Ricardo Patiño, indicó que "la declaratoria unilateral de un Gobierno debe ser respetada", pero Ecuador "no dará marcha atrás en su comportamiento soberano".

El jefe de la diplomacia ecuatoriana declaró este jueves que, aunque "nos parece importante la relación con Estados Unidos, no vamos a rogar de ninguna manera".

"Si un país decide suspender los diálogos bilaterales con Ecuador, nosotros tenemos 190 países más con los que vamos a seguir conversando", precisó el representante del gobierno del presidente Rafael Correa.

Al respecto, comentó que "ellos se relacionan con nosotros porque les interesa la relación con Ecuador, no porque nos están haciendo favores, así como a nosotros también nos interesa una relación con ellos. No somos mendigos", afirmó.

Estados Unidos adoptó la resolución de suspender el diálogo bilateral una semana después que Ecuador declarara persona no grata a la ex embajadora Heather Hodges, quien nunca dio una explicación satisfactoria sobre el contenido de un cable ofensivo revelado por Wikileaks.

En dicho cable, Hodges aseguró que el presidente Rafael Correa nombro al ex comandante de la Policía, Jaime Hurtado, pese a que conocía un supuesto historial delictivo del oficial con el objetivo de facilitar su manipulación.

Estados Unidos respondió declarando non grato al embajador de Ecuador en Washington, Luis Gallegos, y suspendió una ronda de conversaciones bilaterales ya con fecha prevista.

Por otra parte, el presidente Correa aprobó este jueves la aplicación inmediata de un Plan Nacional de Incentivos para todos los sectores afectados por la no renovación del Sistema de Preferencias Arancelarias Andinas (Atpdea), y el gobierno estima no se produzcan despidos de trabajadores por ello.

Otro de los puntos importantes planteados por el Ejecutivo es la promoción comercial, la apertura y diversificación de mercados, así como concretar las negociaciones comerciales con la Comunidad Europea y con Asia.
