The United States Using the South China Sea Issue To Sow Discord Is Doomed to Failure

While a pandemic is still raging domestically within the United States, the U.S. government is busy making waves in the South China Sea. First, an aircraft carrier shows off its strength; then the secretary of state spoke out, unjustifiably accusing China of “completely unlawful” acts. The statement ignores historical facts, is filled with distortions of international law and completely goes against the public commitment of the U.S. government to take no position on the issue of sovereignty in the South China Sea. This kind of conduct, with "fist waving" followed by "false arguments," is consistent with the usual style of the U.S. of using military domination to build momentum for overbearing diplomacy.

The U.S. showing off its military might and sowing discord in the South China Sea follows the main logic of U.S. diplomacy in recent years, particularly since the outbreak of the COVID-19 pandemic, which has been driven by a handful of anti-Chinese politicians to oppose China at every opportunity. It is a continuation of the old U.S. routine of showing military might, wagging its tongue publicly, secretly sowing discord, creating diplomatic friction and inciting regional rivalries over the South China Sea. However, in the face of China’s steadfast determination to safeguard its national sovereignty, security and development interests, as well as the broad consensus and positive tendency of countries in the region to jointly maintain peace and stability in the South China Sea, this sort of military and diplomatic “long-arm meddling” is doomed to failure.

China has indisputable sovereignty over the islands in the South China Sea and surrounding waters. The Chinese people have been active in the South China Sea for more than 2,000 years. China was the first to discover, name, develop and use the islands and surrounding sea areas in the South China Sea, and the first to exercise sovereignty and jurisdiction in a sustained, peaceful and effective way. China's territorial sovereignty and maritime rights and interests in the South China Sea have developed over a long period of history, have an ample historical and legal basis, have been asserted by successive Chinese governments and are consistent with international law, including the United Nations Charter and the United Nations Convention on the Law of the Sea. China is unwavering in its determination to safeguard its territorial sovereignty and its maritime rights and interests; this will not be changed by the baseless allegations of individual countries.

The South China Sea issue should be resolved peacefully by the relevant direct parties in the region through dialogue and consultation. After the farce of the so-called South China Sea Arbitration, some countries, especially major powers outside the region, have been acting like backseat drivers on the South China Sea issue. However, China is committed to working with the countries that are directly concerned on the basis of respect for historical facts and international law, to settling disputes through negotiation and consultation and to working with the countries of the Association of Southeast Asian Nations to stabilize the situation in the South China Sea. The current situation in the South China Sea is generally peaceful and stable and continues to improve. China and the ASEAN countries not only abide by the Declaration on the Conduct of Parties in the South China Sea, but negotiations on a more binding Code of Conduct in the South China Sea are intensifying to jointly maintain peace, stability and freedom of navigation. Positive progress has been made in the relevant consultations. It has been proven repeatedly that China and the countries concerned are fully capable of handling their differences, building the South China Sea into a sea of peace, friendship and cooperation and maintaining calm, stability and long-term peace and security in the region.

As a foreign power with no jurisdiction, the U.S. has no say in the South China Sea issue. The U.S. keeps on saying that it will not take a stand on disputed issues, but in reality, encourages other claimant countries in the South China Sea to intensify their territorial disputes with China and uses various means to cause trouble and provoke disagreements. Under the pretext of maintaining stability in the South China Sea and freedom of navigation, the U.S. sent military ships and aircraft in a reckless provocation, conducted high-frequency, close-proximity reconnaissance of the Chinese side and held highly targeted military exercises yet labels China as “militarized.” The United States itself has not ratified UNCLOS, but is busy using the convention to defend the rights of other countries. A country that has repeatedly withdrawn from groups and broken agreements in the international community, and used or abandoned international law as it sees fit, has now become the “champion” of international law. Mark Valencia, a leading U.S. maritime policy expert, has pointed out that the U.S. is trying to create the false impression that Southeast Asia welcomes the presence of the U.S. military in the South China Sea, but the fact is that ASEAN countries are wary of U.S. military involvement.

The United States, out of self-interest, for fear there is no disorder in the South China Sea, does everything possible to stir up trouble there. Attempts to drive a wedge between the countries in the region are doomed to be unpopular. The development and prosperity of East Asia cannot be separated from the peace and stability of the South China Sea. Countries in the region have already reached an important consensus on this and will not easily fall into the U.S. trap. Faced with provocation by the U.S., the Chinese people will not waver in their determination to safeguard national sovereignty and security and maintain regional peace and security. The United States is urged to respect the aspirations and efforts of countries in the region to safeguard peace and stability in the South China Sea, to face up to China’s will and determination to defend its national interests and to stop being a troublemaker and a wrecker of regional peace and stability as soon as possible.


美国国内疫情仍在肆虐,美国政府却忙着在南海兴风作浪。这边航母秀完肌肉,那边国务卿便发声,无理指责中国对南海领土的主权和海洋权益声索“完全不合法”。声明罔顾历史事实,充斥着对国际法的歪曲,完全违背了美国政府在南海主权问题上不持立场的公开承诺。这种先“挥拳头”再“讲歪理”的做派,倒是符合美国以“军事霸权”为“霸道外交”造势开路的一贯风格。

  美方这次在南海炫耀武力和搬弄是非,遵循着近年特别是新冠肺炎疫情暴发以来美国外交在少数反华政客推动下“逢中必反”的主逻辑,延续了美国在南海问题上“军事上秀肌肉,舆论上摇唇鼓舌,暗地里挑拨离间,制造外交摩擦,煽动地区对立”的老套路。然而,面对中国维护国家主权、安全和发展利益的坚定决心,面对域内国家共同维护南海和平稳定的广泛共识与向好态势,这种军事加外交的“长臂操弄”注定徒劳。

  中国对南海诸岛及其附近海域拥有无可争辩的主权。中国人民在南海的活动已有2000多年历史。中国最早发现、命名和开发利用南海诸岛及相关海域,最早并持续、和平、有效地对南海诸岛及相关海域行使主权和管辖。中国在南海的领土主权和海洋权益是在长期历史过程中形成的,具有充分的历史和法理依据,并为中国历届政府所坚持,符合包括《联合国宪章》《联合国海洋法公约》等国际法,不会因个别国家无端指责而改变,中国维护领土主权和海洋权益的决心坚定不移。

  南海问题应由域内有关直接当事方通过对话协商和平解决。所谓“南海仲裁案”闹剧之后,一些国家特别是域外大国对南海问题指手画脚,但中国致力于同直接有关当事国在尊重历史事实和国际法的基础上,通过谈判协商解决有关争议,与东盟各国一道稳住南海局势。当前南海形势总体和平稳定并持续向好,中国和东盟各国不仅遵守《南海各方行为宣言》,而且正在加紧商谈更有约束力的“南海行为准则”,共同维护南海和平稳定和航行自由,相关磋商已取得积极进展。事实一再证明,中国与有关国家完全有能力妥管分歧,将南海建设成为和平、友谊和合作之海,维护好本地区和平稳定和长治久安。

  作为域外国家,美国在南海问题上没有发言权。美国口口声声承诺在有关争议问题上不持立场,实际却鼓动其他南海声索国强化与中国的领土争议,用各种手段制造事端、挑拨离间。美国打着“维护南海稳定”“航行自由”的幌子,派军用舰机肆意挑衅,对中方实施高频度抵近侦察,举行针对性极强的军事演习,却将“军事化”的帽子扣给中国;美国自己未批准《联合国海洋法公约》,却拿着公约说事,忙着为其他国家“维权”。一个在国际上频频“退群毁约”,对国际法合则用不合则弃的国家,如今俨然成了国际法的“卫道士”。美国知名海洋政策专家马克·瓦伦西亚指出,美国试图制造一种东南亚欢迎美军在南海刷存在感的假象,但事实是,东盟国家对美国军事介入南海保持警惕。

  美国出于一己私利,唯恐南海不乱,千方百计在南海兴风作浪,离间地区国家关系的企图注定不得人心。东亚发展繁荣离不开南海的和平稳定,地区国家对此早已达成重要共识,不会轻易跌入美国陷阱。面对美方挑衅,中国人民捍卫国家主权安全、维护地区和平稳定的决心不会动摇。奉劝美方尊重地区国家维护南海和平稳定的心愿和努力,正视中国捍卫国家利益的意志和决心,尽早停止做地区和平稳定的破坏者和麻烦制造者。
