US Unilateralist Bullying Becoming International Public Menace

The World Trade Organization recently met in Geneva to consider U.S. trade policy. Many WTO members have criticized the U.S. for its insistence on “America First” and its disregard for multilateral trade rules. It shows how U.S. unilateralism and U.S. disruption of the global industrial system are a public menace and unpopular internationally.

In recent years, the U.S. has increasingly showed disrespect for the WTO and international trade rules. The United States has taken its “take it or leave it” approach to a paranoid level, seriously damaging global industrial supply chains and causing a tremendously negative effect on international rules. In December 2018, the WTO conducted a trade policy review of the United States. Many WTO members criticized the unilateral and protectionist trade policies of the U.S. and urged it to fulfill its obligations within the multilateral trading regime. Since then, however, the U.S. has taken an “America First” approach, adopting measures which go against the fundamental principles of a multilateral system. For example, the U.S. has helped its industries gain competitive advantage through widespread discriminatory subsidies and has arbitrarily tightened investment security reviews without justification. In addition, the U.S. has blocked the appointment of WTO appellate body members, refused to implement WTO rulings and misused long-arm jurisdiction to force WTO members to comply with U.S. domestic law. Data shows that the U.S. currently retains more than 90 anti-dumping measures which have been in place for over 20 years.

The bullying mindset of the United States is entrenched. Even its so-called allies are not safe, which emphasizes just how hypocritical the “value-based” and “democratic” alliances of the U.S. government are. They are nothing more than a strategy and a cloak for U.S. self-interest. The European Union, Canada, New Zealand and others have had enough and have criticized U.S. trade policy, in particular the Inflation Reduction Act that was introduced. The act stipulates that the U.S. government will provide high subsidies for electric vehicle-related industries that conduct manufacturing in the U.S., and it has caused widespread discontent in the international community. EU countries generally think that this blatantly protectionist policy discriminates against European car makers and will affect the long-term competitiveness of European manufacturers. European Commission President Ursula von der Leyen said in a speech to the European Parliament recently that the bill will lead to unfair competition and that the EU should introduce its own “Inflation Reduction Act” in response to the United States. South Korean media also recently published an article saying that U.S. “support” for its allies is a friendship in name only and that the U.S. will not hesitate to hollow out the industrial resources of its allies in order to dominate in fields such as semiconductors and electric vehicles.

The United States routinely talks about “rules” but says one thing and does another. It has become a destroyer of the multilateral system, carries out unilateral bullying tactics and disrupts global industrial supply chains. Its successive acts of coercive behavior are an international public menace. I would urge the U.S. get back on track and uphold the multilateral trading system. Otherwise the international community will oppose and reject the United States more widely.


 近日,世界贸易组织在日内瓦举行会议审议美国贸易政策。众多世贸组织成员对美国坚持美国“优先”、罔顾多边贸易规则的做法提出批评,表明美国实施单边主义、扰乱全球产业链的行径是国际公害,不得人心。

  近年来,美国对世贸组织和国际贸易规则越发缺乏尊重,把“合则用不合则弃”演绎到了偏执的程度,严重破坏全球产业链供应链,对国际规则造成巨大负面影响。2018年12月,世界贸易组织曾对美国进行过贸易政策审议,众多世贸组织成员批评美国的单边主义和保护主义贸易政策,敦促美国履行在多边贸易体制中的义务。但此后,美国反而更加以“美国优先”为出发点,采取了与多边贸易体制根本原则背道而驰的措施。例如,美国通过大规模歧视性补贴帮助本国产业获取竞争优势,在毫无事实依据的情况下武断加严投资安全审查等。此外,美国还阻拦上诉机构成员遴选且拒不执行世贸组织裁决,滥用“长臂管辖”,胁迫其他世贸成员遵守美国国内法。数据显示,美国至今保留着90多项实施超过20年的反倾销措施。

美国的单边主义霸凌思维已经“深入骨髓”,连所谓盟友也不能免受其害,凸显美国政府所谓的“价值观联盟”“民主联盟”是多么虚伪,不过是其谋求私利的手段和幌子罢了。

欧盟、加拿大、新西兰等都“忍无可忍”,对美国的贸易政策提出了批评。特别是美国出台的《通胀削减法案》规定,美国政府将为在其本土制造的电动车相关产业等提供高额补贴,引发了国际社会广泛不满。欧盟国家普遍认为,这一赤裸裸的保护主义政策对欧洲汽车制造商构成歧视,将影响欧洲产业长期竞争力。欧盟委员会主席冯德莱恩近日在欧洲议会发表讲话时表示,该法案将导致不公平竞争,欧盟应推出自己的“通胀削减法案”,以回应美国。韩国媒体近日也发文称,美国的“支持盟友”只是名义上的友好,为了在半导体和电动汽车等领域占据优势,美国不惜挖空盟友的产业资源。

惯于把“基于规则”放在嘴边的美国,说一套做一套,已成了“多边贸易体制破坏者”“单边主义霸凌行径实施者”“全球产业链供应链扰乱者”,其一系列霸凌行径堪称国际公害。奉劝美方迷途知返,早日回归维护多边贸易体制的正道,否则必将遭到国际社会更广泛的反对和唾弃。
