American on the Outside, Pakistani on the Inside

Pakistani clandestine agencies say that they did not know; American agencies say Pakistanis are incompetent. In my opinion, not knowing is also incompetence and our agencies knew everything. Saying that we did not know anything is cowardly, too; I will write a separate column abut incompetence. I am in favor of our secret agencies, even though America and India are against them, and with some reservations and disagreements I have always been in their favor. However, tell me this: Why was their Jihadi role in Afghanistan successful for the Americans, and when will they benefit Pakistan? Even after successful operations in Swat, Maulana Fazlullah came under America, India and Afghanistan’s protection, but we did not say anything. Now America is saying loudly that Osama was under the protection of Pakistan, even though he was under the protection of America. Why doesn't anyone from our side say anything about it? America was against the Soviet Union and in favor of ISI, but now America has come into Afghanistan, in a worse way than Soviet Union, and we are afraid to even speak out about it.

On orders from America, military leadership is being ridiculed and the politicians and journalists have a big hand in this. We were at war with the Soviet Union whole-heartedly, but now we are at war with the United States half-heartedly. We are both with the United States and are also against it. This was also the kind of approach General Zia-ul-haq had. He did try to take some credit for the Soviet Union’s defeat, because not only did Soviet Union leave Afghanistan, it also disbanded. Then America became the sole superpower, which is an atrocity toward the world of Islam and humanity; to a large extent we are to blame for this. If the Soviet Union were still here, America would not be able to do what it has done in Afghanistan and Iraq, as well as what it is doing and going to do in Pakistan. This country’s incompetence is that it did not comprehend the secret that America could not have succeeded without Pakistan. First America had General Zia hang Mr. Zulfikar Ali Bhutto.

If General Zia had succeeded in keeping America in check, then we would not have to see their involvement now. The people who are Pakistanis on the inside, but American on the outside, are tolerable to people in Pakistan who are American on the inside and out and also support India. TV anchormen are with them. America considered Zulfiqar Ali Bhutto their biggest enemy; if the politicians had supported him, he would have succeeded in keeping America within its limits. Shah Faisal also understood America. He too could have become the leader of the Islamic world. America had him killed by his relatives, too. America also had Liaquat Ali Khan killed after he rejected Soviet offers of help and went over to the American side. America always punishes people that have done it favors — just like that. Benazir Bhutto was also a threat to America.

General Musharraf also supported United States, but inside he did not have a soft spot for it. America did not have him killed, because getting him out of the presidency was considered a good punishment, and America only has people killed who can become a danger towards it. Bhutto was a leader; leaders don’t retire. Gen. Zia had also become a leader of the Muslims. It was just enough for Musharraf to send Nawaz Sharif into exile. While Sharif was in the country, America could not use Gen. Musharraf fully, so Sharif’s life was in danger from Musharraf. Gen. Musharraf was supported by America.

We consider each other an enemy, but why do we not understand who the real enemy is? America has covered our eyes with blinders of money and power. America understands its games well. It still has to use Nawaz Sharif along with other, “revolutionary and national,” politicians for its goals. Is there a politician who speaks against America? It is a part of America’s policy to have its supporters speak out against it. How can Gen. Kayani’s policies differ from his predecessor? Gen. Musharraf appointed him Army chief; I am certain that Gen. Kayani is American on the outside and Pakistani on the inside. So members of the Pakistani media are Indians — support for America is support for India — if you don’t believe it, just ask them. Who knows what these people consider leadership and capability? I do not know Gen. Pasha, but people say that he is also an honest and brave soldier. I have only met Gen. Kayani once in passing, and I like his silence. It does not mean that one should remain silent when there is a need to speak up. Staying silent is one of the qualities of a Sufi, but you should not insult silence; Gen. Kayani has put in a lot of effort to restore the image of Pakistani Armed forces. People you would call terrorists are made by America and India. When Gen. Kayani started taking an anti-Indian stance, people started to support him and started to love the Pakistani military once again.

Love never dies; it just hides in some dark corner of the heart. People should remember the songs that used to be sung during the '65 war between India and Pakistan. There is no danger as long as our rulers, generals, politicians and journalists consider India as a threat. India considers Pakistan its number one enemy and now America is India’s friend. Hazrat Ali’s saying is that, “a friend of my enemy is my enemy.” Gen. Kayani doesn’t have to become a politician or join the civilian government, but he should do something; otherwise many army chiefs have just come and gone.

I am also familiar with Tayyaba Zia’s heart; she too is American on the outside and Pakistani on the inside. She wrote, “The decision is up to the Pakistani nation; do they want to live a life of humiliation or would like to die an honorable death?” At this point everyone can see the position of humiliation or honor Pakistan is bestowed, and whether America is near it or not. America will not even reveal whether it is our friend or enemy. It is enemy on the inside and friend on the outside; in fact now it is our enemy on the inside and outside. God does not side with the weak and cowardly people; the time when Prophets came to earth is gone.

I totally agree with this statement that Tayyaba Zia made: “The time of Prophets has passed, when Nimrod and Pharaoh were the superpowers, and they are still a symbol of notoriety.” Muslims were also a superpower once and are now a symbol of disgrace. During the current period, was the Soviet Union not made a symbol of disgrace? Pakistan also had a hand in this, but America does not accept it. It only makes an example of its weak, in fact, its Muslim friends. In recent history, England was also a superpower, so why would America not be made an example of? Does Tayyaba Zia not believe in natural laws?

پاکستانی خفیہ ایجنسیاں کہتی ہیں کہ ہم لاعلم تھے۔ امریکی ایجنسیاں کہتی ہیں کہ پاکستانی نااہل ہیں۔ لاعلمی بھی نااہلی ہے مگر میرا خیال ہے کہ ہماری ایجنسیوں کو سب علم تھا۔ یہ کہنا کہ ہم لاعلم تھے بزدلی بھی ہے۔ نااہلی کے حوالے سے الگ کالم لکھوں گا۔ میں اپنی خفیہ ایجنسی آئی ایس آئی کے حق میں ہوں کہ امریکہ اور بھارت اس کے خلاف ہیں۔ کچھ تحفظات اور اختلافات کے باوجود میں پہلے بھی اس کے حق میں تھا۔ مگر یہ تو بتایا جائے کہ اس کا جو کردار جہاد افغانستان میں تھا اب کیوں نہیں۔ وہ امریکہ کے لئے کامیاب ہوئے۔ پاکستان کے لئے کب کامیاب ہوں گے۔ سوات میں کامیابی کے باوجود مولوی فضل اللہ امریکہ بھارت اور افغانستان کی پناہ میں چلا گیا۔ ہم کچھ نہ بولے اب امریکہ زور زور سے بول رہا ہے کہ اسامہ پاکستان کی پناہ میں تھا جبکہ وہ خود امریکہ کی تحویل میں تھا۔ ہماری طرف سے کوئی بولتا کیوں نہیں۔ امریکہ سوویت یونین (روس) کے خلاف اور آئی ایس آئی کے حق میں تھا۔ اب امریکہ سوویت یونین سے زیادہ بری طرح افغانستان میں آیا ہے۔ ہم اس کے خلاف بولنے سے بھی ڈرتے ہیں۔ عسکری قیادت کو امریکہ کے کہنے پر رسوا کیا جا رہا ہے۔ اس رسوائی میں سیاستدانوں اور صحافیوں کا بڑا ہاتھ ہے۔ ہم سوویت یونین کے خلاف جنگ دل سے کی تھی۔ امریکہ کے خلاف بھی حالت جنگ میں ہیں مگر بددلی سے ہیں۔ نیمے بروں نیمے دروں۔ ہم امریکہ کے ساتھ ہیں ہم امریکہ کے ساتھ نہیں بھی ہیں۔ یہ بات جنرل ضیاءالحق کی شخصیت میں بھی تھی۔ اس نے سوویت یونین کی شکست و ریخت کا کچھ کریڈٹ خود بھی لینے کی کوشش کی تھی۔ سوویت یونین افغانستان سے نکلا بلکہ ٹکڑے ٹکڑے ہو گیا۔ امریکہ واحد سپر پاور بن گیا اور یہ بہت بڑا ظلم عالم اسلام اور عالم انسانیت پر ہے۔ اس میں بہت قصور ہمارا بھی تھا۔ افغانستان کا اور پھر عراق کا جو حشر امریکہ نے کیا اب پاکستان کے ساتھ جو کرنے والا ہے اور کر چکا ہے سوویت یونین ہوتا تو کبھی نہ کر سکتا۔ پاکستان کی نااہلی یہ ہے کہ وہ اس راز کو نہ سمجھ سکا کہ اس کے بغیر کسی طرح کی کامیابی امریکہ کو نہیں مل سکتی تھی۔ اگر جنرل ضیاءامریکہ کو اپنے ٹھکانے پر رکھنے میں کامیاب ہو جاتا تو یہ وقت نہ آتا۔ اس سے پہلے بھٹو صاحب کو انہوں نے امریکہ کے کہنے پر پھانسی لگوایا۔ وہ جو اندر سے پاکستانی ہیں اور باہر سے امریکی ہیں غنیمت ہیں بلکہ پاکستان ہی میں لوگ اندر سے بھی امریکی ہیں اور باہر سے بھی۔ بھارت کے بھی ساتھ ہیں۔ ٹی وی چینل کے اینکرمین ان کے ساتھی ہیں۔ امریکہ سب سے بڑا دشمن ذوالفقار علی بھٹو کو سمجھتا تھا۔ سیاستدان اس کا ساتھ دیتے تو وہ امریکہ کو حد میں رکھنے پر قادر ہو سکتا تھا۔ شاہ فیصل بھی امریکہ کو سمجھ گیا تھا۔ وہ بھی عالم اسلام کا لیڈر بن سکتا تھا۔ اسے بھی اپنے عزیزوں سے امریکہ نے مروا دیا۔ لیاقت علی خان کو بھی امریکہ نے مروا دیا جبکہ وہ سوویت یونین (روس) کی دعوت ٹھکرا کر امریکہ چلا گیا۔ امریکہ اپنے ساتھ احسان کرنے والوں کو ہمیشہ اسی طرح سزا دیتا ہے۔ بے نظیر بھٹو سے بھی امریکہ کو خطرہ تھا۔
جنرل مشرف نے امریکہ کی حمایت ضرور کی مگر اندر سے وہ بھی امریکہ کے لئے نرم گوشہ نہ رکھتا تھا۔ اسے امریکہ نے نہیں مارا کہ اسے ایوان صدر سے نکالنا ہی کافی سزا تھی۔ امریکہ انہیں مرواتا ہے جو اس کے لئے خطرہ بن سکتے ہیں۔ بھٹو لیڈر تھا۔ لیڈر ریٹائر نہیں ہوتے جنرل ضیاءالحق بھی امیرالمومنین بن گیا تھا۔ نواز شریف کو جلاوطن کرنا ہی کافی تھا ضروری بھی تھا۔ اس کی موجودگی میں جنرل مشرف سے پوری طرح کام لینا ممکن نہ تھا۔ نواز شریف کو پاکستان میں جان کا خطرہ تھا۔ اسے خطرہ جنرل مشرف کی طرف سے تھا۔ جنرل مشرف کی حمایت امریکہ نے کی۔ ہم ایک دوسرے کو دشمن سمجھتے ہیں اور یہ کیوں نہیں سمجھتے کہ اصل دشمن کون ہے۔ ہماری آنکھوں پر امریکہ نے دولت اور حکومت کی پٹیاں باندھ رکھی ہیں۔ بی بی اور میاں پاکستان آئے تو اس کا مطلب تھا کہ اب امریکہ مشرف سے جان چھڑانا چاہتا ہے۔ نواز شریف سے اور پاکستان میں موجود ”انقلابی اور عوامی“ سیاستدانوں سے کام لینا باقی ہے اور امریکہ اپنے کھیل کو خوب سمجھتا ہے۔ ہے اس وقت کوئی سیاستدان جو امریکہ کے خلاف بات کرے۔؟ اپنے خلاف بیان دلوانا ”اپنے“ لوگوں سے امریکہ کی پالیسی کا حصہ ہے۔ جنرل کیانی کی پالیسی اپنے پیشرو سے مختلف کیسے ہو سکتی ہے۔ انہیں آرمی چیف جنرل مشرف نے بنایا مجھے یقین ہے کہ جنرل کیانی بھی اوپر سے امریکہ کا دوست ہے اور اندر سے پاکستان کا دوست ہے۔ ہمارے بااختیار لوگوں کی مجبوری ہے کہ وہ اندر سے پاکستانی ہیں اور باہر سے امریکی ہیں۔ پاکستانی میڈیا کے کچھ لوگ بھارتی بھی ہیں۔ امریکہ کی حمایت بھارت کی حمایت ہے۔ یقین نہ آئے تو ان سے پوچھ لیں۔ نجانے یہ لوگ اختیار اور اقتدار کس کو کہتے ہیں۔ جنرل پاشا کو میں جانتا نہیں کہتے ہیں وہ بھی دلیر اور دیانتدار سپاہی ہیں۔ جنرل کیانی سے ایک سرسری سی ملاقات ہے۔ ان کی خاموشیاں مجھے اچھی لگتی ہیں۔ اس کا یہ مطلب تو نہیں کہ جہاں بولنے کی ضرورت ہو وہاں بھی خاموش رہا جائے۔ خاموشی صوفیوں کی عادتوں میں سے ایک ہے۔ مگر خاموشی کی توہین تو نہیں کرنا چاہئے بڑی کوشش اور قربانیوں سے جنرل کیانی نے پاک فوج کا امیج بحال کیا تھا۔ تم جنہیں دہشت گرد کہتے ہو تو یہ امریکہ اور بھارت کے بنائے ہوئے ہیں۔ بھارت کے خلاف بھی جنرل کیانی کا نعرہ مستانہ آیا تو لوگ ان کے حق میں ہو گئے اور پاک فوج سے پھر پیار کرنے لگے۔ پیار کبھی مرتا نہیں بس دل ہی کے کسی تاریک گوشے میں چھپا رہتا ہے۔ وہ ترانے لوگوں کو یاد آئے جو 65ءکی پاک بھارت جنگ میں گونجتے تھے۔ جب تک ہمارے حکمران جرنیل سیاستدان اور صحافی بھارت کو خطرہ سمجھیں گے تو خطرہ نہیں۔ بھارت پاکستان کو نمبر ون دشمن سمجھتا ہے اور اب امریکہ بھارت کا دوست ہے۔ حضرت علیؓ نے فرمایا: دشمن کا دوست بھی دشمن ہے۔ جنرل کیانی سیاستدان نہ بنیں حکومت میں نہ آئیں مگر کچھ کر گزریں ورنہ آرمی چیف تو بہت آئے اور گئے۔
میں طیبہ ضیاءکا دل سے معترف ہوں مگر وہ بھی باہر سے امریکی ہے اور اندر سے پاکستانی ہے۔ یہ بات اس نے سچ لکھی ہے ”یہ فیصلہ اب پاکستانی قوم کو کرنا ہے کہ وہ ذلت کی زندگی جینا چاہتی ہے یا اسے غیرت کی موت مرنا پسند ہے“ اس ذلت اور غیرت میں پاکستان تو جہاں ہے سب کو نظر آ رہا ہے کیا امریکہ بھی کہیں آس پاس ہے یا نہیں ہے۔ وہ تو اب تک یہ بھی پتہ نہیں چلنے دے رہا کہ وہ ہمارا دوست ہے یا دشمن ہے۔ اندر سے دشمن باہر سے دوست۔ اب تو وہ اندر باہر سے دشمن ہی دشمن ہے۔ ”پروردگار کمزوروں اور بزدلوں کا ساتھ نہیں دیتا۔ انبیاءکا زمانہ گزر چکا“ ہم تو سمجھتے ہیں کہ خاتم الانبیاءکا زمانہ ہمیشہ قائم رہے گا۔ مسلمانوں سے یہ زمانہ چھین لیا گیا ہے۔ یہ جملہ طیبہ ضیاءکا برحق ہے۔ ”انبیاءکا زمانہ گزر چکا جب عاد ثمود نمرود اور فرعون جیسی سپر پاور کو نشان عبرت بنایا گیا“ اُس کا مطلب ہے کہ اب ایسا نہیں ہو گا۔ مسلمان بھی سپر پاور تھے وہ بھی آج کل نشان عبرت ہیں۔ کیا اس زمانے میں سپر پاور سوویت یونین کو نشان عبرت نہیں بنایا گیا۔ اس میں پاکستان کا بھی حصہ ہے مگر امریکہ تسلیم نہیں کرتا۔ وہ صرف اپنے دوست اور کمزور بلکہ مسلمان ملکوں کو نشان عبرت بناتا ہے۔ ماضی قریب میں انگلستان بھی سپر پاور تھا تو سپر پاور امریکہ کیوں عبرت کا نشان نہ بنے گا۔ کیا طیبہ ضیا فطرت کے اصولوں پر بھی یقین نہیں رکھتی۔ ”ہر فرعونے را موسیٰ“ ٹھیک ہے تو یہ بھی ٹھیک ہے کہ ”ہر کمالے را زوالے“!!
