Senkaku Islands Issue Tests American Political Wisdom

Respect for each other's core interests and major concerns is an important premise for ensuring smooth and stable development of Sino-U.S. relations. It is also key to the Sino-U.S. joint exploration of constructing a new type of relation between countries of great power. Under the current circumstances, it is particularly important to emphasize this point.

China has clearly expressed the hope for the United States not to intervene or do anything that might intensify the conflict and make things more complicated regarding the sovereignty dispute over the Senkaku Islands. The Senkaku Islands issue tests American political wisdom. For the United States, to act and speak cautiously is not only a necessary move for maintaining the healthy development of Sino-U.S. relations, but also an obligation for regional peace and stability.

The United States has been the leader of the Asian security layout after World War II and “the closest partner” of Japan. The origin of the Senkaku Islands dispute is associated with the Cold War layout of the United States. Faced with the significant layout transformation right now, the United States needs to strengthen its sense of reality in order to play its role well.

The Senkaku Islands are China's inherent territory. In the aspect of defending the country’s territorial sovereignty, China never compromises nor makes unprincipled transactions with anyone. The grim situation faced by Sino-Japanese relations is entirely stirred up by Japan alone. Its core is the denial of Japan on the consensus reached by both China and Japan on the Senkaku Islands issue. Japan is not only responsible for it, but also has to bear the corresponding consequences.

In order for the United States to explore the construction of a new type of relation between countries of great power with China, it must learn to keep a level head in problems concerning China’s core interests, clearly recognize that the U.S.-Japan Security Treaty is a product of the Cold War and not harm the interests of third parties, including China. No matter who does so, anyone trying to “interfere” in the Senkaku Islands issue won’t receive any benefits; on the contrary, they will only suffer a greater loss.

Japan goes from bad to worse and keeps repeating the same mistakes. It puts on a “buying the island” farce, openly questions the international legal effect of the Cairo Declaration and the Potsdam Proclamation and attempts to deny the fruits of victory of the anti-fascist war. The United States should clearly understand the essence of the issue. During World War II, the United States was an important force in defeating Japan. The historic contribution of the United States is highly appraised and fully respected by people in Asian countries, including China. After the war, the United States bore the responsibility “to destroy Japanese militarism.” Today, Japan still refuses to seriously reflect on the guilt of waging an aggressive war. In this sense, the transformation of Japan into a normal country by the United States has historical burden; it even can be said to be a failure.

Asia today is completely different compared to the Cold War period. The comprehensive national strength of China has increased significantly; its international status has been significantly enhanced. They are important factors in advancing the situation in Asia toward equilibrium. The Unites States put forth the return to an Asia strategy, hoping to play a greater role in Asia, but it can only choose the role of an equal participator and a contributor to peaceful development.


尊重彼此核心利益和重大关切,是确保中美关系稳定顺利发展的重要前提,也是中美共同探索构建新型大国关系的关键所在。在当前形势下,强调这一点尤为重要。

中国明确表示希望美国不要介入钓鱼岛主权争议,不做任何可能激化矛盾和令局势更加复杂的事情。钓鱼岛问题考验美国政治智慧。对美国来说,谨言慎行不仅是维护中美关系健康发展的必要之举,也是对地区和平稳定大局应尽的责任。

美国是二战后亚洲安全格局的主导者,是日本 “最紧密的伙伴”,钓鱼岛问题的由来同美国冷战布局相关。面对正在发生的重大格局转换,美国要扮演好自己的角色,需要进一步强化现实感。

钓鱼岛是中国固有领土,在捍卫国家领土主权方面,中国从来不曾让步,也不会同任何人进行无原则的交易。中日关系面临的严峻局面,完全是日本单方面挑起,其核心是日本否认中日双方就钓鱼岛问题达成的共识和谅解。日本不仅对此负有责任,也要承担相应的后果。

美国要和中国探索构建新型大国关系,必须学会在事关中国重大核心利益问题上保持明智,必须清醒认识到《美日安保条约》是冷战的产物,不得损害包括中国在内的第三方的利益。不管是谁,试图在钓鱼岛问题上“拉偏架”,不仅得不到任何好处,反而会偷鸡不成蚀把米。

日本变本加厉、一错再错,演出“购岛”闹剧,公然质疑《开罗宣言》和《波茨坦公告》缺乏国际法效力,企图否定世界反法西斯战争的胜利成果。美国应认清问题的实质所在。二战中,美国是战胜日本的一支重要力量。美国这一历史性贡献受到包括中国在内的亚洲各国人民高度评价和充分尊重。战后,美国承担着“摧毁日本军国主义”的责任。时至今日,日本仍拒绝认真反省发动侵略战争罪责。从这个意义上说,美国在把日本改造成一个正常国家方面是有历史包袱的,甚至可以说不及格。

今天的亚洲与冷战时期完全不同,中国的综合国力显著增加、国际地位大幅提升,这是推动亚洲格局走向均衡的重要因素。美国提出重返亚太战略,期望在亚洲发挥更大作用,只能选择平等参与者、和平发展贡献者的身份。
