US Tricks Did Not Hinder the AIIB

The Asian Infrastructure Investment Bank (AIIB) was founded today. This was the next major event that took place in the international financial sector since the establishment of the BRICS Development Bank. From proposal to reality, the founding of the AIIB merely took around a year. During its preparation, gossip and rumors ran rampant, especially from countries that had opposed China’s proposal since the beginning and had continually urged the involved nations to abandon their participation or outright oppose the establishment of such a bank. Unfortunately for them, the story did not unfold as they had expected. Through the establishment of the AIIB, the Asian countries have fully demonstrated a cooperative attitude of mutual understanding and support, allowing China’s proposal to become a reality in such a short period of time.

[Through] the founding of the AIIB, at least three issues of particular concern have been displayed. Foremost, disagreement with China’s proposal and hindrance from a few countries like the United States has been a surprise for the international community. The U.S. had a rare “allergic reaction” and even a “phobia” toward the proposal of the AIIB, which, with respect to either its beliefs or the free market principle that the U.S. has continually advocated, suggests a change in its innate ideologies. The actions of the United States seem a bit like devious tricks, attacking below the belt by provoking and spreading rumors. Although lies and provocations can temporarily satisfy a busybody, the U.S. is also losing crucial trust from small Asian countries.

Second, China’s goodwill and affability has received high praise from other Asian countries. The establishment of the AIIB should not simply be viewed as a victory for China, but a victory for all participating parties in Asia, a true win-win situation. China continues to adhere to the “equality and mutual benefit” policy of international cooperation more than 30 years after Chinese economic reform. Since the financial crisis of 2008, China has played a crucial part in supporting the global economy by achieving a “soft landing.” This was witnessed by the world and empathized with by the countries in Asia. With respect to international relations, adhering to the principle of karma is an extremely important element. There are several countries that echo the objection from the U.S., but this will not last long. The facts will unfold to the world that China is not a hypocrite that protects only its own interests at the expense of other nations.

Third, the main reason for the successful establishment of the AIIB is because the bank meets the market’s needs. The economic development of Asian countries had been [yearning] for the likes of the AIIB. In previous decades, although banks such as the Asian Development Bank and the World Bank that provide funding for the development of Asian countries have included China, these institutions have mainly been under the control of the U.S., Japan and other developed countries. Under these circumstances, some smaller countries in Asia would continue to struggle for a solution to their financial issues. Therefore, the establishment of a new institution like the AIIB that gives Asian countries their own autonomy and decision-making power will meet their interests and needs.

China’s active support for the establishment of the AIIB should not be interpreted simply as an act to compete for dominance in power and influence, but rather a genuine gesture to support the economic development of the smaller countries in Asia and to share the benefits and fruition of its own economic development with them. Prosperity alongside the rest of Asia is China’s true goal. Only in this way will the AIIB be equipped with eternal competitiveness and affinity.


  亚洲基础设施投资银行今日成立,这是继金砖国家开发银行成立后在国际金融领域发生的又一重大事件。从提议到变成现实,“亚投行”的成立仅用了一年左右时间。在其筹备期间,插曲不断、怪闻连连,特别是有的国家从一开始就对中国的提议表示反对,不断劝说亚洲有关国家放弃参与或明确反对设立这样的银行。可惜,事情的发展完全出乎它们预料,亚洲国家在成立“亚投行”过程中充分体现了相互理解、相互支持的合作态度,使得中国的提案能在如此短的时间内得以实现。

  “亚投行”的设立,至少显示出三个特别值得关注的问题。首先,美国等少数国家对中国的提议始终予以反对和阻挠,这令国际社会感到诧异。美国对成立“亚投行”的建议患有某种少见的“本能过敏症”甚至“恐惧症”,无论从美国的理念还是其一直推崇的“自由市场法则”来看,这都让人感到其内在潜质正在发生变化。美国的所作所为有点像见不得人的“小动作”,用的是江湖上最见不得光的“下三路”:挑拨离间,造谣生事。但谎言和挑拨虽能解一时“嘴瘾”,却也让美国丢失了亚洲中小国家最关键的信任。

  其次,中国的善意和友好得到亚洲国家的高度赞赏。“亚投行”的成立,不能单纯看成是中国一家的胜利,而是亚洲所有参与国的共同胜利,是个真正“共赢”的结果。中国改革开放30多年来,始终坚持“平等互利”的国际合作政策。2008年金融危机爆发以来,中国在支撑全世界经济实现“软着陆”方面发挥了重要作用,这一点全球有目共睹,亚洲各国感同身受。在国际交往中,坚持“善有善报”原则是十分重要的元素。美国的反对表面上有几个应声虫,但却不能保持长久。事实会告诉世界:中国不是虚情假意、一切只为自身利益着想甚至不惜损人利己的国家。

  第三,“亚投行”顺利成立最主要的原因是符合市场需求,亚洲各国的经济发展呼唤“亚投行”的问世。过去数十年中,尽管有亚洲开发银行、世界银行等为包括中国在内的亚洲国家建设提供资金,但这些机构主要由美国、日本等发达国家掌控。在这种情况下,亚洲一些中小国家的融资难、融资贵难题长期未能得到有效解决。因此,成立“亚投行”这样一家让亚洲各国有自主权和决定权的新机构,符合它们的利益和需要。

  中国积极支持成立“亚投行”不能简单的理解为是在争夺话语权、影响力等外在优势,而是真心诚意地支持亚洲中小国家的经济发展,让这些国家能够分享中国经济发展的便利和成果。让亚洲共同繁荣是中国真正追求的目标。唯有如此,“亚投行”才能永远具有竞争力和亲和力。
