China-America Military Confrontation: Avoiding Escalation of Tension

Tensions are building in the military sphere of the confrontation between China and the United States. It is no longer just about trade and advanced technology; conflicts are becoming prominent in the security field, too.

Both sides appear to be planning only limited containment and a demonstration of power, but one cannot dismiss the fear that these actions might result in an accidental clash. Both governments must acknowledge the danger of the situation and act with restraint.

The responsibility for most of the current tension lies with China. In addition to its longstanding strategy of military expansion, in recent years it has increased anxiety among its neighbors with forceful advances into nearby waters.

China’s firing of multiple medium-range ballistic missiles this August in the South China Sea should be strongly rebuked. China is reported to have new weapons like the “Guam Killer,” which can reach the American territory of Guam.

China has built on reefs in the South China Sea that are claimed by other countries, turning them into military bases. The international community cannot ignore actions that violate prior agreements and international law.

The U.S. military has continued its “freedom of navigation” operations and shown that it does not recognize China’s unilateral claim to the South China Sea. Recently, the U.S. has increased the level of countermeasures it is taking in the region.

Besides sending two aircraft carriers to the South China Sea for exercises, a surveillance aircraft reportedly entered China’s no-fly zone in August.

Diplomats from both sides are also increasing the level of criticism. In particular, the Donald Trump administration is criticizing the Chinese Communist Party system ahead of the presidential election in November, and it seems that this is reflected in U.S. military maneuvers.

We must strictly refrain from actions that worsen the military situation in the interest of politics.

In a 2001 incident, American and Chinese warplanes made contact in the skies near Hainan, causing the Chinese plane to crash. Dialogue between the two countries broke down for nearly a half day afterward.

It is probably imperative to learn from this lesson and set up a crisis management system that can quickly communicate intentions in emergencies. America and China also face off over nuclear power, and they have a vital responsibility to implement whatever it takes to prevent a clash.

The Japanese government must also pour its efforts into creating an environment that controls the situation.

The Japanese and American defense ministries recently held talks on Guam. It is reported that they agreed as to their positions against China’s unilateral and forceful changes in the East and South China Seas.

Japan should request a halt to China’s military expansion in concert with America, Australia, Europe, etc., but it is probably also the ally’s role to urge America to respond calmly.

The struggle for supremacy between the U.S. and China will drag on for a long time, and the direction that the relationship between those countries takes will determine the future of the world. As a major country close to both of them, Japan must demand diplomacy that contributes to a healthy relationship between America and China.


米国と中国の対立が軍事面での緊張に発展しつつある。これまでの貿易や先端技術などにとどまらず、安全保障の分野でも応酬が目立ってきた。

 双方とも限定的な牽制(けんせい)や示威を意図しているようだが、偶発的な衝突に陥るおそれは否めない。両政府は事態の危うさを認識し、自制する必要がある。

 いまの緊張を招いた責任の多くは、中国の側にある。長年続けている軍拡路線に加え、近年は近海への強引な進出で周辺国の不安を高めてきた。

 この8月、南シナ海に複数の中距離弾道ミサイルを発射したことは強く非難されるべきだ。米領グアムまで射程に含むため「グアムキラー」と呼ばれる新型兵器などと伝えられる。

 これまで中国は、南シナ海で他国が領有権を唱える岩礁などを埋め立て、軍事拠点にしてきた。過去の約束や国際法に反する行為を、国際社会は見過ごすわけにはいかない。

 米軍は、「航行の自由」作戦と称する活動を続け、中国の一方的な主張を認めない姿勢を見せてきた。さらに最近は対抗策のレベルを上げている。

 南シナ海に空母2隻を派遣して演習をしたほか、8月には偵察機が中国の設けた飛行禁止空域に入ったとされる。

 両外交当局も非難のトーンを高めている。とくにトランプ政権は11月の大統領選を意識して中国共産党体制を批判し、それが米軍の動きにも反映しているとみられている。

 政治の思惑で軍事的な事態の悪化を招くような行為は、厳に慎まなければならない。

 米中間では01年、海南島付近上空で軍用機同士が接触し、中国機が墜落する事件があった。発生後、半日近くも両国の対話ルートが働かなかった。

 そんな教訓もふまえ、緊急時に速やかな意思疎通ができる危機管理体制を完備することも不可欠だろう。米中は核戦力でも対峙(たいじ)しており、衝突の防止策に万全を期す重責がある。

 日本政府も、事態を制御するための環境づくりに努力を注ぐ必要がある。

 日米は先日、グアムで防衛相会談を開いた。東シナ海や南シナ海で、中国が力を背景に一方的な現状変更をすることに反対する姿勢で一致したという。

 日本は、米国はじめ豪州、欧州などとも連携して中国の軍拡停止を求めるべきだが、米国に対しても冷静な対応を促すのが同盟国としての役割だろう。

 米中の覇権争いは長期に及び、両国関係のあり方は世界の未来に直結する。双方に近い主要国として、日本は米中の健全な関係づくりに寄与する外交が求められている。
