In the first place, Washington has been exerting increasing diplomatic pressure on the countries south of the Rio Grande to adopt measures aimed at stopping or slowing the flow of people trying to reach the U.S., most of whom are seeking to escape poverty, insecurity or violence.
Although the response to such pressures has varied, they have existed for a long time, reaching a level of xenophobic delirium during Donald Trump's administration (2017-2021). Although the pressure has diminished, it still persists under Joe Biden. The Biden administration, in turn, has been getting hammered by sectors of the right and the ultraright, which, because of ideology or crude election calculations, are trying to blame all the country’s ills on foreigners and, consequently, demand the federal government deal more firmly in detaining migrants trying to get into the United States. In connection with these attacks, members of the Republican majority in the House of Representatives voted to impeach Mayorkas himself for not having done enough, they say, to stop migration.
It is time to talk openly about the undeniable fact that migration is not the problem but is rather its expression; that what is driving mass migration is the lack of prospects for rural populations, young people and vulnerable groups. It is time to engage in a regional collaboration that certainly permits reducing the flow of migrants but, above all, contributes to building a dignified life for the millions who have not had one.
Por principio de cuentas, Washington ha venido ejerciendo una creciente presión diplomática sobre las naciones situadas al sur del rÃo Bravo para que adopten medidas orientadas a frenar o reducir el flujo de personas que trata de llegar a territorio estadounidense, la gran mayorÃa de ellas, para escapar de condiciones de pobreza, inseguridad y violencia.
Aunque con distintos estilos, estas presiones vienen de tiempo atrás, alcanzaron un nivel de delirio xenofóbico durante la administración de Donald Trump (2017-2021) y, aunque atenuadas, persisten en la de Joe Biden. Éste, a su vez, se encuentra sometido al golpeteo de los sectores de derecha y ultraderecha que, por ideologÃa o burdo cálculo electoral, pretenden atribuir a los extranjeros todos los males de su paÃs y exigen, en consecuencia, mayor firmeza del gobierno federal para detener a los migrantes que buscan llegar a Estados Unidos. Como parte de este golpeteo, los integrantes de la mayorÃa republicana en la Cámara de Representantes votaron por someter a juicio polÃtico al propio Mayorkas por no hacer lo suficiente, según ellos, para detener la migración.
Es tiempo de poner sobre la mesa el hecho innegable de que la migración no es el problema, sino su expresión; que los motores de la expulsión demográfica son la falta de horizonte de campesinos, jóvenes y grupos vulnerables, y emprender una colaboración regional que permita, sÃ, reducir el flujo migratorio, pero sobre todo que contribuya a cimentar una vida digna para los millones que no la tienen.
