China Should Consider Counter Measures against the US

The U.S. Department of State announced on Feb. 9, local time, that it will include legal entities and individuals from Iran, Syria and China on the sanctions list, claiming that the behaviors of the relevant entities involve the “manufacture of weapons of mass destruction, cruise or ballistic missiles.” According to the “Iran, North Korea and Syria Nonproliferation Act” of the U.S. and associated government regulations, the U.S. government shall not have any trade or technical exchanges with enterprises that were sanctioned, while enterprises that were sanctioned shall not purchase American weapons and military equipment. It is reported that corporations, including China Poly Technology Ltd., as well as relevant individuals have been included on the sanctions list. This announcement by the United States is a downright hegemonic act that will seriously damage the construction and operation of the international non-proliferation system and Sino-U.S. cooperation in this field, as well as the healthy and stable development of Sino-U.S. relations. The United States must immediately correct the error and revoke the unreasonable sanctions against relevant Chinese companies and individuals. Otherwise, the United States will only shoot itself in the foot and taste the bitter fruit when the loss outweighs the gain.

Firstly, the international non-proliferation system is not a private shop owned by the U.S. government. Its construction and operation should involve the participation of governments and people around the world and not be dominated by the United States only. The act of using domestic laws, implementing unreasonable sanctions against foreign enterprises and individuals and violating the norms of international relations under the banner of safeguarding the international non-proliferation system by the United States is a downright hegemonic act that the international community will not accept.

Secondly, the United States is playing the trick of a thief yelling “catch the thief” to distract everyone while he gets away: the U.S. shouts the slogan of safeguarding the international non-proliferation system and advocating the prevention of the proliferation of weapons of mass destruction on the one hand, while trying to cooperate with allies to build a global anti-missile system and spread related equipment and technology on the other hand. What’s more, the United States is using its domestic laws, stubbornly insisting on selling advanced weapons to part of Taiwan. In fact, the United States is not maintaining the international non-proliferation system, but trying to limit other countries from developing military technology and power in order to maintain and strengthen its global hegemony in military might.

Thirdly, the United States has deceived itself as well as others, acted absurdly and lost all of its credit. It is not the first time that the United States has sanctioned and threatened Chinese enterprises under the name of safeguarding the non-proliferation system. The facts illustrate that on many occasions, the intelligence and information from the infamous CIA is frequently wrong. The "Milky Way" incident that occurred between China and the United States in July 1993 due to misinformation, hegemonic overreach and power politics on the U.S. side is a typical case. The allegations of the U.S. often have no basis in fact and are therefore not worth believing. The announcement of sanctions against Chinese companies and individuals this time also has no reliable evidence. Poly Technology Ltd. clearly stated on Feb. 11 that it has never aided any country or region in the development of banned weapons, nor exported or promised to export illegal products and technology to any country or region that was sanctioned by the United Nations Security Council in the past decades.

Fourthly, the unjustifiable sanctions that the United States implemented unilaterally against Chinese enterprises and individuals will seriously damage efforts at cooperation between the two countries in the field of non-proliferation, as well as the healthy and stable development of Sino-U.S. relations. As we all know, the Chinese government and people have always been committed to the maintenance of the development and effective operation of the international non-proliferation system, and took real actions to establish a set of laws and measures on export regulation consistent with the international standards that was strict and effective, winning the praise of the international community. The United States not only turns a blind eye to China's unremitting efforts, but also defames normal trade and economic activities of Chinese enterprises based on hearsay and uses sanctions as a threat at every turn, which fully exposed its hegemonic mentality to maintain its personal interests and nefarious intentions to discredit China’s image. The United States will not get any benefits in doing so. Ultimately, it will only hurt itself and taste the bitter fruit.

The U.S. government should understand that he who is unjust is doomed to destruction. If the United States does not sincerely correct the wrong practices immediately, revoking the unjustifiable sanctions on Chinese businesses and individuals, China should consider taking counter measures, including suspending Sino-U.S. cooperation in the field of non-proliferation, in order to safeguard its own interests and to help the United States straighten up and fly right.

  首先,国际防扩散体系不是美国政府开的私家店,其建设和运行应有全世界各国政府和人民参与,决不能由美国一家主宰。美国动用其国内法,打着维护国际防扩散体系旗号,对他国企业和个人实施无理制裁违反国际关系准则,是彻头彻尾的霸道主义行径,国际社会绝不能接受。

  其次,美国贼喊捉贼,一方面大喊维护国际防扩散体系的口号,鼓吹防止大规模杀伤性武器的扩散,另一方面竭力与盟国合作、打造全球反导系统、扩散有关装备和技术。更有甚者,美国也是使用其国内法,顽固坚持向中国的一部分台湾出售先进武器。美国的所作所为事实上不是在维护国际防扩散体系,而是在为维护并强化其称霸世界的军事实力而极力限制其他国家开发军事技术、发展军事力量。

  第三,美国自欺欺人、胡作非为、信誉扫地。美国打着维护防扩散体系大旗,对中国企业制裁或威胁制裁不是第一次了。事实多次表明,美国中央情报局的情报和信息臭名昭著、频频出错。中美之间1993年7月间因美方错误情报和霸权主义、强权政治作祟发生的“银河号”事件就是一个典型案例。它明白无误地告诉世人,美国的指控时常没有事实依据,根本不值得人们相信。此次美国宣布制裁中国有关公司和个人也同样没有任何可靠证据。保利公司11日已经明确声明:该公司几十年来从未帮助过任何国家或地区发展违禁武器,也没有向任何受联合国安理会决议制裁的国家或地区出口或承诺出口违规产品和技术。

  第四,美国单方面对中国有关企业和个人实施无理制裁,必将严重损害中美在防扩散领域的合作和中美关系的健康稳定发展。众所周知,中国政府和人民一贯致力于维护国际防扩散体系的建设和有效运行,并以实际行动,在国内建立了一整套与国际接轨的出口管制法律和措施,执法严格、卓有成效,赢得国际社会好评。美国对中国的不懈努力视而不见,反而捕风捉影地对中国企业的正常经贸活动加以诽谤栽赃、动辄以制裁相威胁,充分暴露了美国维护一己私利的霸权心态和抹黑中国形象的恶毒用心。美国这样做不会给美国带来任何好处,最终只会伤及自身、自食苦果。

  美国政府应当明白,多行不义必自毙。美国如不真诚改正错误做法,立即撤销对中国有关企业和个人的无理制裁,中国应考虑采取包括中止中美在防扩散领域合作在内的多项反制措施,以维护自身利益,并帮助美国改邪归正。(作者吴祖荣系中国国际问题研究基金会研究员)
