Toward East Asian Regional Stability with the U.S. and Russia

At the East Asia Summit in Hanoi, it was decided that starting next year, the U.S. and Russia will also be included as participating states in the conference.

Currently, the East Asia Summit is attended by 16 states, such as those from the The Association of Southeast Asian Nations (ASEAN), Japan, China, Republic of Korea, India and Australia. Next year, with inclusion of the U.S. and Russia, the participating states will be counted at 18.

In particular, the significance of U.S. participation is great. The U.S. and Asian states share deep economic relations. In regards to security as well, Japan, Korea and ASEAN rely heavily on the U.S.

Despite this fact, Asian leaders meet with the U.S. only bilaterally, and there lacks a framework for security issues to be discussed regionally. If the East Asia Summit takes on this function, it will be useful for regional stability as well.

From Japan’s standpoint, as well as from the ASEAN and the U.S. positions as well, it is necessary to assertively conduct debates regarding the economy and security issues at next year’s Summit.

Specifically, the Summit will have to address North Korea’s development of nuclear arms and security problems in the increasingly tense regions of the South and East China Seas. Due to the Chinese navy’s increased activity in these seas, Japan, the U.S. and ASEAN are equally apprehensive. ASEAN included the U.S. for its economic and military strength in response to China’s increasing self-assertion in the region.

The collision incident off the coast of the Senkaku Islands and the Chinese military’s movements in the seas are further reasons. If regional security dialogues are conducted through the East Asia Summit, and if China’s neighboring countries also become apprehensive, this would be in Japan’s national interest.
 
Although the participation of Russia, who continues to tighten relations with China, is an uncertain factor, Moscow is moving toward Asian regional cooperation out of necessity to develop the Siberian Far East. They are also a member of the Six Party Talks, which aims to solve the North Korean nuclear issue. Security dialogues with Russia are also a plus for Japanese diplomacy.

Japan had played a leading role in the establishment of the East Asia Summit. I hope that the inclusion of the U.S. and Russia in the Summit will encourage the peace and stability in the Asian region.


東アジアサミットは、もともと日本が設立を主導した。米ロの参加を機に戦略的な役割を強め、アジアの平和と安定を促すよう努めたい。

 東アジア首脳会議(サミット)がハノイで開かれ、来年から米国とロシアを参加国に加えることを正式に決めた。これまで経済や環境分野の協力が中心だったが、安全保障問題も話し合う枠組みに生まれ変わる可能性が出てきた。東アジアの安定に寄与するよう期待したい。

東アジアサミットは現在、東南アジア諸国連合(ASEAN)と日本、中国、韓国、インド、オーストラリアなど16カ国の枠組みだが、来年から米ロを加えた18カ国体制となる。

 特に、米国が参加する意義は大きい。米国とアジア諸国は経済的な結びつきが深く、日韓やASEANなどは安全保障でも米国に大きく依存しているからだ。

 それにもかかわらず、アジアには米国とアジアの首脳が一堂に会し、安保問題を話し合う多国間の枠組みが存在しなかった。東アジアサミットがその役割を担うようになれば、地域の安定にも役立つはずだ。

 日本としても、来年以降の首脳会議では、経済と並んで安保問題もしっかり議論するよう、ASEANや米国などに積極的に働きかけていく必要があるだろう。

具体的には、北朝鮮の核開発問題に加え、緊張が増す南シナ海や東シナ海の安全問題が重要課題となる。これらの海域では中国海軍が行動を拡大しており、日米やASEANが懸念を共有する。ASEANが米国を招き入れたのも、経済力と軍事力を増し、自己主張を強める中国に対抗する役割を期待したからだろう。

 日中対立の引き金になった尖閣諸島沖の衝突事件も、中国軍の海洋進出の動きと無縁ではない。東アジアサミットの安保対話を通じ、中国が近隣諸国の懸念にも配慮するようになれば、日本の国益にもかなう。

 中国との関係を強めるロシアの参加は不透明要因ではあるが、ロシアも極東シベリア開発の必要性から、アジアとの協力強化に動いている。北朝鮮の核問題をめぐる6カ国協議の参加国でもある。安保面でのロシアとの協調は日本の外交にとってもプラスに働くはずである。
