China Times: Obama’s State of the Union Address as “All His Tricks”

ChinaNews wired on Jan. 31: A signed article published in Taiwan’s China Times on Jan. 31 talked about Obama’s State of the Union Address. It is said that although the presidential address was very solemn, the speech content had already been leaked out before Obama’s speech, which made Obama looked like a deflated ball on the congressional address, disappointing enough. The economic rescue plan introduced by the Obama administration for the past two years failed completely; just after two years since his inauguration, with up to $10 billion in national debt, Obama has “exhausted all his tricks.” Never mind serving another term, people can’t help worrying about how Obama can get through the remaining two years.

On last Wednesday, Jan. 26 at 9 p.m. eastern U.S. time, President Obama made his annual speech to the Joint House and Senate in Capitol, the State of the Union Address. Why in the evening? Because the While House wanted all American citizens to sit in front of their TVs and listen to their president. According to immediate national poll counted by Neilsen Company, about 11 percent of families in the U.S., which equals 43 million people, listened to the address from home TVs or car radios (for drivers).

Plainly speaking, the effect of the address was not bad, and the expected purposes should be reached. The Dow Jones average opened at 12,000 points the next day, and created the highest stock opening record since June 2008. The only drawback was the leak of the speech content before the president delivered it. I’ve read a New York Times report that, at 7:40 that night, a quarto tabloid named National Journal, which has a poor reputation of digging scoops, published the speech text two hours before it was delivered, which made Obama very unhappy.

The presidential State of the Union Address was a grand event; all cabinet members, Supreme Court Justices and embassy diplomats were invited to attend the ceremony. This time Obama was like a deflated ball, disappointing enough. So at the end of the address, when Secretary of State Hillary Clinton routinely approached the president to congratulate him, he responded angrily, “Everybody saw it”; what else was there to congratulate him for?

Another reason for Obama’s mood was the Waterloo the Democratic Party suffered with last year’s midterm election; they lost 54 seats in the House of Representatives, and with those their majority. As a result, Obama had no choice but to congratulate the new House Speaker, Republican John A. Boehner, when giving the speech. Then he continued, “It's no secret that those of us here tonight have had our differences over the last two years. The debates have been contentious; we have fought fiercely for our beliefs. And that's a good thing. That's what a robust democracy demands.”

In fact, Boehner’s conduct is not worthy of the president’s compliments. He is the U.S. Representative in Ohio’s 8th congressional district; his extramarital affair with a beauty was published everywhere last September, spreading his ugly name widely. However, this man has excellent people skills, drawing much popularity in the House of Representatives, so he was still elected Speaker. Evil people are equally bad all over the world, so are America’s.

Obama is known for his superb eloquence; this year’s State of the Union Address was no exception. He said that America would keep on redressing scales in Afghanistan, Iran, Haiti, Guinea, etc., because that’s the founding spirit of the United States. In the last paragraph of his address, Obama admitted that the U.S. government underwent some “political setbacks” last year, some of which he deserved — but he quoted from an eight-year-old boy from Louisiana, who had sent all his accumulated allowance to the president, asking him if he can send this money to people in Haiti; he said that that was American Spirit, as his ending.

By convention, after the Presidential State of the Union Address, the opposing party has the right to rebut. Republicans chose Chairman of the House Budget Committee Paul Ryan, who was elected in Wisconsin, to exercise the right. Ryan’s speech did not catch much attention; on the contrary, Minnesota representative Michele Bachman’s tea party response was very spicy, revealing many flaws in the address.

Bachman listed the statistics since Obama’s taking office, including the unemployment rate rising from 9.4 percent to 10.1 percent. The economic rescue plan introduced by the government was a total failure; the country was indebted up to $10.6 billion, and again lost $1 billion to bailouts. Numbers of people receiving unemployment benefits have been increasing by 400,000 every week, etc.; these data made it difficult for the White House to reply.

After only two years in office, Obama is at his wit’s end. Never mind serving another term; how he can get through the remaining two years has people worried.


中国时报:奥巴马国情咨文被批“黔驴技穷”

中新网1月31日电 台湾《中国时报》31日刊出署名文章说,美国总统国情咨文本是很隆重的事,但奥巴马还未开口,讲稿内容却已经外泄,致使奥巴马国会演讲像泄了气的皮球,扫兴之至。奥巴马政府两年来推出的抢救经济计划完全失败,国家负债本达百亿美元,就职至今刚满两年,奥巴马业已黔驴技穷。先不谈连任,如何撑过剩下两年的日子,令人不禁为他担忧。

上星期三,元月二十六日美东时间晚九时,奥巴马总统在国会大厦向参众两院联席会议发表他一年一度的演说,亦称国情咨文。为什么在晚上呢?因为白宫意欲全美老百姓都能坐在电视机前面,听总统对他们讲话。依照民意调查机构“尼尔逊公司”立即统计,全美有百分之十一的家庭,等于美国人口中有四千三百万人,从家中电视或(对正在开车的人而言)汽车收音机广播,听到那篇演讲。

平实而论,文告的效果不差,应已达到预计的目的。第二天的纽约股票市场,道琼指数以一万二千点开盘,创造出二○○八年六月以来,股市开盘最高的记录。美中不足的是,总统还未开口,讲稿内容却已经外泄。我看到《纽约时报》报导,当晚七时十四分,一家以专挖独家新闻,声誉欠佳,叫做《国家日报(National Journal)》的四开小报,早两小时已经先行刊出全文,惹得奥巴马非常不高兴。

总统国情咨文是很隆重的事,全体内阁阁员、最高法院法官、各国驻美使节都会受邀观礼。这次像泄了气的皮球,扫兴之至。以致当演讲结束,希拉里国务卿循例趋前向他道贺时,奥巴马气愤地说“所有的人都看过了(Everybody saw it)”,还有什么可贺之处?

另一个使他不悦的因素,是去年议员选举,民主党惨遭滑铁卢,在众议院失去五十四席,一泻千里。以致奥巴马开始讲话时,不得不对共和党籍新任众院议长布尔纳(John A. Boehner),表示祝贺。他接着说:“过去两年中,我们之间容或有意见不同之处,辩论也很激烈,为我们各自的信念激战。那是件好事,健全的民主就该这样做。”

布尔纳的为人,其实不值得总统如此恭维。他是俄亥俄州第八选区的众议员,去年九月才因与一位美女的婚外情,被报纸大登特登,丑名远播。但此公交际手腕高超,在众议院颇得人缘,照样当选议长。天下乌鸦一般黑,美国的乌鸦也差不多。

奥巴马向以口才高超著名,今年的国情咨文也不例外。奥巴马说,美国仍将继续在阿富汗、伊朗、海地、几内亚等国主持公道、因为那是美国的立国精神。他在演词的最后一段承认,去年美国政府也遭受到一些“政治挫折”,有些是他理所应得的。但他引路易斯安那州一个八岁小男孩的话,那孩子把积聚下来的零用钱寄给总统,问他能否将这些钱寄交海地人民,说这就是美国精神,作为结尾。

依照惯例,总统发表国情咨文后,反对党有权反驳。共和党由威斯康星州选出的众院预算委员会主席莱恩(Paul Ryan)行使答辩权。莱恩的演说没有多少人注意,倒是明尼苏达州女议员芭赫曼(Michele Bachman)代表茶党(Tea Party)的反驳,针针见血,辛辣无比。
