Amid Rising Tensions, a US-China Summit: Parties Must Continue Dialogue, Avoid Conflict

American President Joe Biden and Chinese President Xi Jinping met in a virtual summit that went on for more than three hours.

Amid rising tensions between the two countries over matters such as Taiwan, human rights, trade and cyber, the aim of these talks was to allow the leaders to come to a mutual understanding to avoid a potential conflict.

In this sense, it can be said that the summit produced some results.

Biden stated, “It seems to be our responsibility as the leaders of China and the United States to ensure that the competition between our countries does not veer into conflict,” and Xi replied that it was necessary to facilitate dialogue and cooperation. Both Biden and Xi emphasized the importance of managing risk in their relationship, and of holding discussions to stabilize it.

The stance of America, which is a military and economic great power, has an impact on the world at large. There is great significance in its willingness to search for a path to coexistence with China.

Of course, any improvement in relations will not happen immediately.

The Biden administration, which was inaugurated in January of this year, has prioritized the revamping of the American domestic economy and the reconstruction of its relationship with its allies, taking a confrontational stance toward China. China, for its part, has lashed out in response, stating that it will not cooperate with America until it changes its attitude.

Military and economic pressure on Taiwan has increased, and the human rights crises in Hong Kong and Xinjiang have become acute. In truth, the two countries have failed to build a constructive relationship in these 10 months.

During the summit, Biden enumerated a number of concerns, and Xi asked that the American side respect China’s position on these matters. It was reported that there was a fierce debate on the subject of Taiwan.

What is important now is the deployment of a vigorous diplomacy that can break through the intractable status quo. This summit should be taken as a first step.

The international community is concerned that a conflict between America and China could cause the global economy to fall into a panic. America and China bear a heavy responsibility to avoid such a situation from arising.

On Taiwan, if America shows consideration for China’s stance by continuing to accept the “One-China Policy,” and China pursues a peaceful resolution of the dispute, the threat of conflict will recede.

Last month, America and China issued a joint statement that proclaimed the strengthening of their cooperation on climate change. While it lacked concreteness, the mere fact it was issued is not insignificant.

With this agreement as a precedent, it should be possible to increase cooperation in the areas of nuclear disarmament, infectious disease control and the reinvigoration of the global economy.

During the summit, the two leaders traded smiles across the screen, and made the appeal that this was a meeting of familiar old friends. This personal relationship can do nothing but contribute to the rebuilding of the two countries’ relationship.


米国のバイデン大統領と中国の習近平国家主席が3時間以上にわたりオンライン形式で会談した。

 台湾や人権、貿易やサイバーなどで米中の対立が際立つ中、首脳同士が意思疎通し、衝突回避に向けた方策を協議するのが狙いだ。

 その意味では、一定の成果があったといえよう。

 バイデン氏は「競争が紛争に進まないようにする責任がある」と述べ、習氏は「対話と協力を促進すべきだ」と応じた。両国関係のリスク管理や安定化に向けた協議の重要性を互いに強調した。

 軍事的、経済的な大国である米中の動向は世界に影響を及ぼす。共存の道を探る意義は大きい。

 もちろん、すぐに改善に向かうわけではない。

 今年1月に発足したバイデン政権は、国内経済の立て直しと同盟関係の再構築を優先し、中国への対抗姿勢を取った。中国はこれに反発し、米国が態度を変えるまで協力には応じない姿勢を示した。

 台湾をめぐって軍事的、政治的な緊張が高まり、香港や新疆ウイグル自治区の人権問題で対立が先鋭化した。この10カ月、建設的な関係を築けずにいたのが実態だ。

 首脳会談では、バイデン氏が懸念を列挙し、習氏は中国の立場を尊重するよう求めた。台湾問題では激しい議論になったという。

 重要なのは、こうした厳しい現状を打開できるような外交を精力的に展開することだ。今回の会談をその一歩とすべきだ。

 国際社会は、米中間に紛争が起き、世界経済が混乱に陥ることを憂慮している。米中にはそうした事態を回避する重い責任がある。

 台湾問題では米国が中国に配慮した「一つの中国」政策を維持し、中国が「平和的解決」を追求すれば、衝突の危機は遠のく。

 先日、米中は気候変動対策での協力強化をうたった共同宣言を発表した。具体性は乏しいが、世界に発信した意味は小さくない。

 これを先例として、核軍縮や感染症対策、世界経済の活性化などの分野に協力の裾野を広げることも可能なのではないか。

 会談で両首脳はモニター越しに笑顔を交わし、気心知れた旧知の仲であることをアピールした。この個人的な関係を両国の安定に生かさない手はない。
