The report is just the first step in what is shaping up to be an Obama-led effort to change and challenge U.S. intelligence practices after an attack that failed not because of anti-terrorism policies, but rather despite them.
Obama's ire is perfectly understandable, and we can certainly sympathize with the indescribable fear of American citizens who have been singled out as terrorist targets. However, to overreact to the terrorists is to play right into their hands.
