Barack Obama considers the vote a strategic victory. The last Democratic President, Bill Clinton, came to grief in 1993-94 on that very issue. The most significant political project of Obama’s first term is now poised on the brink of success, despite the fact that the reforms Congress will allow only partially fulfill his campaign promises. Not all uninsured will now have insurance, but a good fifty percent of them will. There won’t be a public option to compete with private insurers. And in deference to more conservative party members, funding help for abortion will be significantly restricted. But the president can afford to take all that. The closer he comes to the end of his first year in office, the more important it will be that he gets a reform package through in order to demonstrate his capability to lead. The details of what’s in the bill fade into the background; the victory gives him momentum for coming initiatives.
That’s a Christmas present he’ll be able to use for a long time to come.

Die US-Gesundheitsreform wird nicht der große Wurf, den Präsident Obama im Wahlkampf angekündigt hat. Trotzdem wird es ihm noch lange nutzen, dass er überhaupt eine Reform in diesem Bereicht durchgesetzt hat.
Barack Obama wertet das Votum als strategischen Sieg. Der letzte demokratische Präsident vor ihm, Bill Clinton, war 1993/94 noch mit seinem Anlauf zur Gesundheitsreform gescheitert. Das wichtigste politische Projekt in Obamas erster Amtszeit steht damit vor einem Erfolg. Doch die Gesundheitsreform, die der Kongress am Ende beschließt, erfüllt nur bedingt die Ziele, die Obama im Wahlkampf versprochen hatte. Nicht alle Unversicherten werden in das System einbezogen, sondern die gute Hälfte. Es wird wohl auch keine staatlich getragene Versicherung als Konkurrenz zu den Privaten geben. Und als Zugeständnis an konservative Parteifreunde wurde die Möglichkeit, Abtreibungen auf Kassenkosten vorzunehmen, stark eingeschränkt. Der Präsident kann das verschmerzen. Je näher der Abschluss seines ersten Amtsjahrs rückte, desto wichtiger wurde es, überhaupt eine Gesundheitsreform zu erreichen, um seine Handlungsfähigkeit zu beweisen. Die inhaltlichen Details traten in den Hintergrund. Der Erfolg verleiht ihm neuen Schub für die nächsten Projekte. Das war ein Weihnachtsgeschenk, das ihm noch lange nutzen wird.
