Palestinians Are at Trump’s Mercy

If the illegal annexation of 30% of the West Bank territory is carried out, the viability of a Palestinian state will be merely illusory.

The few days’ delay in Israel’s annexation of 30% of the West Bank territory pending approval from the United States is in line with the guidelines the White House has set in order to profit from the operation. Prime Minister Benjamin Netanyahu’s rush to carry out the annexation clashes with the priorities of Benny Gantz, the partner in his government, who finds it more important to rescue Israel from the crisis triggered by the pandemic. Arab governments, Europe and the international community at large are also opposed to the annexation. Above all, it requires Donald Trump’s approval. The people surrounding the president have concluded that the “historic agreement,” which indeed it is, entails substantial risk and demands prudence so as not to set fire to the area and put allies – such as Egypt, Saudi Arabia and the Arab Emirates – in a difficult situation.

As a matter of fact, since the 1993 Oslo Accords, there is more reason to agree with those who at the time believed that the Palestinian cause would be at the mercy of the Israeli strategy. Small concessions made by successive governments have not been an obstacle to the continuous spread of settlements to a total of 450,000 colonizers, a blatant violation of international law and specific United Nations Security Council resolutions compelling Israel to withdraw from the occupied territories. Not even the land-for-peace formula adopted in various declarations has been useful in avoiding the double outrage over the annexation of East Jerusalem and the Golan Heights.

Saying that the two-state idea is in its death throes and beyond repair would be in line with the reality on the ground. The foundation of a Palestinian state in Gaza and the West Bank is clearly not viable as long as the entire process must submit to Israel’s plans. Moreover, ensuring the conditions of sovereignty is pie in the sky. Conversely, as long as Israel is able to operate with complete impunity and without cost, and the Palestinian Authority is left languishing, victim of its structural weakness, the shadow of apartheid tailored to the circumstances of the region will loom more and more over Palestinian society.

Si se consuma la anexión ilegal del 30% del territorio de Cisjordania, la viabilidad de un Estado palestino pasa a ser meramente ilusoria

El aplazamiento durante unos días de la anexión por Israel del 30% del territorio de Cisjordania, pendiente de que Estados Unidos la autorice, sigue el guion impuesto por la Casa Blanca para sacar partido de la operación. Las prisas del primer ministro Binyamin Netanyahu para consumarla chocan con las prioridades de su socio de Gobierno, Benny Gantz, que entiende más urgente rescatar a Israel de la crisis desencadenada por la pandemia. También con la oposición árabe, la de Europa y, en general, la comunidad internacional. Y, sobre todo, requiere el visto bueno de Donald Trump. El entorno del presidente ha llegado a la conclusión de que el «acuerdo histórico», que es tal,  entraña no pocos riesgos y exige prudencia para evitar que incendie la zona y ponga en un brete a algunos aliados: Egipto, Jordania, Arabia Saudí y los Emiratos Árabes.

A decir verdad, desde el acuerdo de Oslo (1993) se han multiplicado los motivos para dar la razón a quienes en aquel momento entendieron que la causa palestina quedaba a merced de la estrategia israelí. Las pequeñas concesiones hechas por sucesivos gobiernos no han sido un obstáculo para una multiplicación permanente de los asentamientos, hasta sumar 450.000 colonos, una vulneración flagrante del derecho internacional y de las resoluciones específicas del Consejo de Seguridad de las Naciones Unidas que obligan a Israel a retirarse de los territorios ocupados. Ni siquiera la fórmula paz por territorios, consagrada en diferentes declaraciones, ha sido útil para evitar el doble atropello de las anexiones de Jerusalén Oriental y de los altos del Golán.

Decir que la idea de los dos estados agoniza sin remedio se atiene a la realidad sobre el terreno. La fundación de un Estado palestino en Gaza y Cisjordania es a todas luces inviable en tanto todo el proceso se ponga al servicio de los designios de Israel y sea una entelequia garantizar los atributos de soberanía. En cambio, mientras Israel pueda actuar con total impunidad sin coste alguno y la Autoridad Palestina languidezca, víctima de su debilidad estructural, la sombra de un apartheid adaptado a las circunstancias de la región se cernirá cada vez más sobre la sociedad palestina.
