Order and Chaos in Northeast Asia

Looking back on 2010, after the tension on the Korean Peninsula heightened, the alliance between America, Japan and the Republic of Korea became stronger and, because of the numerous joint military exercises carried out by the three countries within the region, the situation in the Northeast Asia has been in complete chaos.

Things Have Become More Complicated Since America Re-Entered the Region

A bigger concern is that, this time around, America is coming for China from three different directions: South Asia, Southeast Asia and East Asia. At sea, America is forming a barrier along the South China Sea, East China Sea and Yellow Sea. On top of China and Japan's dispute over the Diaoyu Islands, the adjustment of U.S.-Japan-ROK's strategy toward China has transformed. On the other hand, although the joint military exercises carried out by the three countries seemed to be aimed at North Korea, they in fact put a lot of pressure on China. Meanwhile, America, Japan and the ROK publicly criticized China for not being responsible in the situation on the Korean Peninsula, and denounced China by tying it together with North Korea.

However, the fact is that America has strengthened its marine force in the West Pacific Ocean by taking advantage of the conflict on the Korean Peninsula. Currently, America has already stationed two Nimitz-class aircraft carriers, the George Washington and the Carl Vinson, in the region; the third aircraft carrier, the Reagan, will also be deployed in the near future. With America standing by with three aircraft carriers in the Western Pacific, the situation in the region has been more chaotic. Japan, being a cat's paw, decided to include the Diaoyu Islands in its bilateral security treaty.

Meanwhile, the conflict on the Korean Peninsula had reached its peak. On December 29, the president of the Republic of Korea, Lee Myung-Bak, announced, "Looking at the shelling of Yeonpyeong Island and the sinking of the Cheonan, I think a reunification is near." On December 30, the front page of the Chosun Ilbo reported that South Korea's direction toward North Korea had been changed from interaction to reunification. The "reunification" mentioned would probably not be peaceful, but rather provocative. The Republic of Korea declared a holy war on nuclear terrorism.

As countries in the Northeast Asia were in the middle of debates and military exercises, Russia also chipped in. First, Russia sided with America and the ROK and scolded North Korea for its attack on the Yeonpyeong Island; then, they got the United Nations involved and protested against the ROK for launching live-fire military exercises. This indicates the conflict within Northeast Asia has already affected Russia's interests.

Unfortunately, the mess was not cleaned up before the new year. The increase of the American forces in the West Pacific area is heating up the conflict on the Korean Peninsula; it is also heating up the conflict between China and Japan on the disputes over the Diaoyu Islands. It is certain that the situation in Northeast Asia will remain unpredictable.

China Is the Cornerstone of the Stability in the Area

It is worth mentioning that even in this wild situation, China manages to maintain its self-control and remains rational, calm, and responsible. From the sinking of the Cheonan, the shelling of Yeonpyeong Island and the deployment of the George Washington to the Yellow Sea to the entry of the Reagan to the West Pacific, China has remained calm and acted as a cornerstone of stability in the area.

First, the ROK demanded that China comment on Cheonan and Yeonpyeong, and China expressed that it was neutral on the issue. When the ROK accused China of siding with North Korea, China responded in a rational and controlled manner. As the conflict was heating up on the Korean Peninsula, China sent out diplomat Dai Bingguo to mediate the conflict, and to prioritize peace in the region first.

Also, China emphasized the importance of the six-party talks in solving the crisis in Northeast Asia. China has showed extreme benevolence by not giving up when America, Japan and the ROK rejected its proposal.

Moreover, when the ROK produced new trouble by resuming its live-fire military exercise in Yeonpyeong, North Korea only replied, "It is not worth commenting on." America suggested that it was China's influence.

The U.S. Needs to Give Up on Stopping China’s Rise

Last but not least, when the U.S. sent her third aircraft carrier and worsened the situation in the West Pacific region, China calmly responded, "(We need to) stay calm and not get nervous, talk and not fight, have peace and not war." Between all the do's and don’ts, China has given America a simple question: Are you here to bring peace or chaos to the region?

The leaders of China and the U.S. will soon meet officially. America's act of stationing three aircraft carriers in the West Pacific region indicates to the world that it is actually a sheep in wolf's clothing.

If Northeast Asia remains in "order," everyone gets their share of profit peacefully; if it is in "chaos," it damages the interests of everyone involved. The conflicts between these international powerhouses affect North and South Korea more than anyone else. However, in order to regulate the "order" and "chaos" in Northeast Asia, the relationship between China and the U.S. needs to be maintained in a rational, business-like way. It is especially important for America to abandon its anxiety, to give up its plan on stopping China by joining forces with its allies in Northeast Asia, and to accept the fact that China is rising peacefully.

美國重返亞洲加劇東北亞亂局

 更堪憂慮的是,美國高調重返亞洲,從南亞、東南亞和東亞三個方向,南海、東海、黃海三個海域對華形成遏制夾逼之勢,加之中日釣魚島撞船風波,美日韓在東北亞對華的戰略調整也實現了轉型。一方面,美日韓聯合軍演看似針對朝鮮,實際上讓中國備感壓力;另一方面,美日韓在國際社會製造中國對朝沒有盡到責任的輿論,將朝鮮和中國捆綁在一起,陰謀化中國。

 東北亞現在的形勢是,美國借勢半島衝突,強化了在西太平洋的海軍力量。目前,除了美國已經部署的「華盛頓」號和「卡爾.文森」號兩艘核動力航空母艦,美國第三艘航母「里根」號也將部署在這一地區。三艘航母部署在西太平洋,可謂虎視眈眈,加劇了本區域的亂局。日本火中取栗,將釣魚島納入美日安保。朝鮮半島南北更是達到了對峙的頂峰:韓國總統李明博29日宣稱:「延坪島事件和天安艦事件讓我感到統一並不遙遠。」 30日的《朝鮮日報》頭條報道,韓國對朝鮮政策由交流轉向「統一」。這裡的「統一」顯然不是和平而是充滿挑釁意味。朝鮮則稱要進行核威懾的「聖戰」。

 在東北亞的一系列見招拆招的軍演威懾、輿論交鋒中,俄羅斯也參與進來。該國先是附和美韓對朝鮮延坪島炮擊的「譴責」(韓國媒體語),繼而對韓國實彈演習則持反對,並啟動聯合國磋商機制。這說明,東北亞的亂局已經影響到了俄羅斯在遠東的地緣利益。

 很遺憾的是,東北亞的亂局在歲末年尾並未消停。伴隨著美國在西太平洋地區海軍力量的增強,對朝韓衝突可謂火上澆油;對中日島嶼衝突也是添亂。可以說,未來一年東北亞的局勢依然難以預料。

中國是區域穩定和平的基石

 值得一提的是,在東北亞一波波潮湧連天的危險局勢中,中國一直維持著克制、理性、淡定、負責任的態度。從「天安艦」事件到延坪島炮擊再到「華盛頓」號航母開進黃海海域,甚至再到「里根」號航母開進西太平洋,中國處亂不驚,充當了這一區域穩定和平的基石。

 首先,面對韓國在「天安艦」事件和延坪島炮擊事件中逼迫中國表態,中國表達不偏袒半島南北任何一方的中庸態度。對於韓國指責中國偏袒朝鮮,中國亦以理性克制的態度以對。尤其是在半島局勢一觸即發的情勢下,中國派出戴秉國特使在各方斡旋,將和平放在首位。

 其次,始終強調以六方會談的多邊機制破解半島衝突和破解東北亞的亂局。即使在美日韓三國外長會談中否決中方建議的情況下,中方也沒有放棄,可謂仁至義盡。

 其三,在韓國12月20日重啟延坪島實彈射擊,製造新的危機的情勢下,朝鮮表示「不值得回應」。對此,美國認為是中國發揮了重要作用。

美國要放棄遏制中國崛起的圖謀

 其四,在美國三艘航母聚首西太平洋造成區域局勢更加危險的情形下,中國外交部溫和回應:要緩和不要緊張,要對話不要對抗,要和平不要戰爭。在「要」與「不要」中,中國給美國出了一個選擇題:是讓本地區和平還是給東北亞添亂?

 在中美兩國元首即將實現正式會晤的時刻,美國三艘航空母艦在西太平洋聚首實際上讓國際社會一窺美國色厲內荏的不堪。

 東北亞的「治」讓相關各方都能贏得和平紅利,東北亞的「亂」則嚴重損及各方利益。尤其是朝韓雙方,在大國博弈的漩渦中,更是得不償失。不過,要實現東北亞的由「亂」到「治」,中美關係要回到利益攸關的理性軌道,尤其是美國要拋棄焦慮心態,承認中國和平崛起的現實,放棄在亞洲尤其是東北亞糾集美日韓同盟遏制中國的圖謀。
