By most accounts, the midterm elections have become a massive political referendum on President Donald Trump and his administration, and on the record of two years since his return to the White House. The results proved disappointing for Trump, for his supporters and his party. They carried a stunning upset: The Democratic Party succeeded in wresting control of both the House and the Senate, a sign of a sweeping shift in the public mood and power balances within the U.S. legislative branch.

It was a clear electoral message, a public rejection of the Republican administration's policies, not a mere desire to see the seats change hands. The result draws its significance from its timing.

Trump, who returned to the presidency in January 2025 on the strength of a broad electoral base and slogans about rebuilding the American economy and restoring international influence, now finds himself facing a Congress controlled by the Democratic opposition, a shift that means constraints on his legislative agenda, greater power to hold his administration accountable, and perhaps the reopening of political and legal files that remained beyond effective oversight during the past two years.

The Democrats succeeded in seizing control of both chambers, turning Washington's map of influence from Republican red to Democratic blue. And while they celebrate a victory that opens the door to holding the administration accountable and stalling its agenda, Trump and his party find themselves facing an exceedingly difficult test — one whose repercussions may not stop at the boundaries of Congress but could extend all the way to the 2028 race for the White House.

Republican strongholds collapsed while Democrats clinched control of the Senate after taking seven seats from Republicans, according to figures published in Arab and international reports Wednesday morning, Nov. 4, and made notable gains in the House that carried them past the threshold needed for a majority.

In the 100-member Senate, the Associated Press reported that Democrats won 54 seats to 41 for Republicans, with some races still undecided.

In the House, Democrats had reached 224 seats so far, compared with the previous Republican majority of 219 seats against 214 for Democrats, along with two vacant seats.

The surprise goes beyond the seat count to the nature of the states that flipped, in stunning fashion, to the Democratic camp. Democratic victories extended into states that had been reliably Republican for decades.

Among the biggest surprises: Texas, where Democrats scored a historic breakthrough by winning a Senate seat. Republican Gov. Greg Abbott, who was seeking a new term, lost to his Democratic challenger, Gina Hinojosa. In Kansas, Democrat Adam Hamilton won a Senate seat, becoming the first Democratic senator to represent the state in about a century. The same held true in South Carolina, where Democrats unseated a Trump-backed Republican candidate. In Ohio and Iowa, Democrats took several seats from Republicans. And in Maine, Republicans lost Sen. Susan Collins’ seat, a defeat that ended her nearly 30-year Senate career despite her attempts to distance herself from some of Trump’s policies.

The House results were no less surprising. Democrats managed to take more than 20 congressional districts, including some that had handed Trump victories by margins of more than 10 points in 2024.

And according to Reuters, Democrats won all 20 close races that had been called at that stage, while the Republican attempt to redraw some congressional districts to shore up their chances of keeping the majority largely failed.

Stunning Reactions

The reactions to the results laid bare the scale of the shock caused by the new electoral map, as well as the contrast between the two parties’ readings of what happened. Democrats welcomed the outcome with overwhelming joy, viewing it as a restoration of public trust in their ability to confront the Trump administration, not merely a fleeting electoral victory. Senate Minority Leader Chuck Schumer described what happened as a historic reshaping of the Senate map, stressing that Americans made the difference with their punitive vote.

Sen. Jon Ossoff, D-Ga., called the results a popular rejection of what he described as corruption and incompetence in running the country. Democrat James Talarico, who won Texas’ Senate seat, said his victory did not come from pitting Americans against each other, but from a message that called for rising above the hatred and division that had prevailed on the Republican side in the run-up to the election.

Among the most notable symbolic gains for the Democrats was House Democratic Leader Hakeem Jeffries' winning of the historic opportunity to become the first Black Speaker of the House, if members of his party formally elect him when the new Congress convenes in January. The elections also carried other social and historical significance. Peggy Flanagan won in Minnesota to become the first Native American woman to hold a Senate seat, while Abdulrahman Mohammed El-Sayed, known as Abdul El-Sayed, won in Michigan to become the first Muslim member of the Senate.

In the Republican camp, the reactions showed deep confusion and irritation. While President Donald Trump congratulated the Democrats on their victories and acknowledged that the war with Iran had been one of the reasons for the Republicans’ decline, at the same time he tried to separate his party’s defeat from an assessment of his own performance. In a telephone interview with Fox News, Trump said the Democrats had run a good campaign, while trying to pin part of the blame for the defeat on the Republican candidates themselves rather than on his own policies, even though candidates who had enjoyed his direct backing lost, as happened in Texas and South Carolina, something that makes it difficult to distance him from responsibility for the results. Susan Collins’ defeat in Maine, despite her attempts to distance herself from some of the president’s positions, further weakened his case.

The next battle inside the Republican Party, then, may not be only about how to reclaim the majority, but about the future of the party’s leadership itself, especially with the next presidential election coming in 2028.

Repercussions and Expectations

The political and institutional repercussions of these elections may be more significant than their immediate results. With both chambers coming under Democratic control, the United States is entering a new phase of conflict between the executive and legislative branches.

The most notable expected repercussions fall into four areas.

First: stalling Trump's legislative agenda. Passing laws will become more difficult, and Trump will be unable to push his proposals through either chamber. Negotiations over the budget, spending, taxes and immigration will grow more complicated, and the administration may have to make political concessions to win Congress' approval.

Second: opening investigations and accountability files. Democrats are expected to use the House committees' oversight tools to investigate the administration's performance, as well as spending, corruption, conflicts of interest and the financial dealings of the president, members of his family and his allies.

Third: a potential clash over foreign policy. The Iran issue will not be far from this confrontation. Democrats are likely to demand a review of the U.S. administration's strategy toward Tehran and clarification of the war's costs, its objectives and the limits of American military involvement. Figures and information the administration previously sought to keep hidden may also come to light.

Fourth: Trump's becoming a president with limited legislative influence — what Americans call a lame duck. As the 2028 elections approach, calculations within the Republican Party will gradually begin shifting toward a post-Trump era, while Democrats will try to capitalize on their victory by putting forward alternative leadership capable of competing in the next presidential election. Even so, control of Congress does not necessarily mean the ability to pass every Democratic demand. The president holds veto power, and the new majority may lack the votes to override it — not to mention the potential for rifts within the Democratic Party itself between its moderate and progressive wings.

Shifts in the American Mood

These elections cannot be viewed in isolation from broader changes in the United States, including shifts in social structure and the relationship between citizens and political institutions. Significantly, Democrats did not limit their gains to blue areas. The wave of support extended into red areas and districts across social and educational lines.

These results showed that the elections were more than a traditional rebalancing between the two parties. They marked shifts in political, racial and social representation, and they exposed the fragility of the idea of permanent electoral loyalty: The voters who gave Trump their vote in 2024 did not hesitate to vote for Democratic Party candidates two years later, once their priorities changed or they felt the promises had gone unfulfilled.

Perhaps the most important message of the American elections is this: Party identity is never a shield, and populist rhetoric, however strong its power to mobilize, does not last if promises go unfulfilled.
