Gaza: Worse Than Oneof Our Prisons

Barack Obama’s speech in Cairo was followed with special attention in Gaza. Even though the United States president referred to the “pain the Palestinians have endured for 60 years”, he could not ease the suffering of a population that stopped believing in miracles a long time ago. Since Hamas took control of the Mediterranean zone in June 2007, its one and a half million inhabitants have suffered one of the most relentless blockades imaginable, all with the total indifference of Western nations. To get in or out of Gaza became a mission impossible, once it was closed by Israeli authorities who fiercely control its air, sea and land borders.

The nightmare didn’t start on December 27, 2008, with Operation Cast Lead, but on August 15, 2005, when Ariel Sharon unilaterally pulled his troops and colonists from the Gaza Strip. Two years later, Ehud Olmert’s government declared it a “hostile entity”, which paved the way for the imposition of punitive measures, including the progressive disruption of the supply of water, electricity, and gas. All with a dual purpose: to debilitate Hamas, which had emerged stronger after its victory in the January 2006 elections, and to punish the Palestinian population for giving [Hamas] its vote. Dov Weissglass, Sharon’s and Olmert’s advisor, proceeded to recommend that Palestinians be put on “a slimming diet”, a recommendation that was taken literally.

One should remember that collective punishments are a flagrant violation of international law and are strictly prohibited by the Fourth Geneva Convention of 1949, which establishes, in Article 33: “No protected person may be punished for an offense he or she has not personally committed. Collective penalties and likewise all measures of intimidation or of terrorism are prohibited. [Pillage is prohibited.] Reprisals against protected persons and their property are prohibited.”

In addition, the Israeli authorities prevented the entry of what they consider to be luxury products, including pasta, chickpeas, lentils, tomatoes, biscuits, jam or dates. The situation verges on the absurd, given that the list of banned substances is not public and varies from day to day, a real headache for humanitarian agencies.

Although it might be considered a first step for Obama to say in his Cairo speech that “the situation for the Palestinian people is intolerable,” and that “the continuing humanitarian crisis in Gaza does not serve Israel's security", there is still a long way to go. Among other things, the U.S. must show whether it is prepared to move from words to deeds, not only by pressing Israel to halt its settlement activity in the West Bank, but also by putting an end to the inhuman blockade of Gaza. As recently reported by several British NGOs, "Peace will not be achieved by enclosing a million and half people in a prison of poverty and misery."




Gaza, peor que una de nuestras prisiones

El discurso de Barack Obama en El Cairo fue seguido con especial atención en Gaza. Aunque el presidente estadounidense se refirió “al dolor soportado por los palestinos durante 60 años”, no consiguió aliviar el sufrimiento de una población que dejó hace ya mucho tiempo de creer en los milagros. Desde que en julio del 2007 Hamás se hiciera con el control de la franja mediterránea, su millón y medio de pobladores padece uno de los bloqueos más implacables que puedan imaginarse, todo ello ante la más absoluta indiferencia de los países occidentales. Entrar o salir de Gaza se ha convertido en misión imposible, pues ha sido sellada a cal y canto por las autoridades israelíes, que controlan férreamente sus fronteras aéreas, marítimas y terrestres.

La pesadilla no empezó el 27 de diciembre del 2008, con la operación Plomo Fundido, sino el 15 de agosto del 2005, cuando Ariel Sharon retiró unilateralmente sus tropas y colonos de la Franja de Gaza. Dos años después, el Gobierno de Ehud Olmert la declaró “entidad hostil”, lo que allanó el camino para que se impusieran diversas medidas punitivas, entre ellas la interrupción progresiva del aprovisionamiento de agua, electricidad y gas. Todo ello con un doble propósito: debilitar a Hamás, que había salido fortalecida tras su victoria electoral en enero del 2006, y castigar a la población por haberle dado su voto. Dov Weissglass, consejero de Sharon y Olmert, llegó a recomendar que los palestinos fuesen sometidos a “una dieta de adelgazamiento”, recomendación que fue tomada al pie de la letra.

Cabe recordar que los castigos colectivos suponen una flagrante violación del Derecho Internacional y están estrictamente prohibidos por el Cuarto Convenio de Ginebra de 1949, que en su artículo 33 establece: “No se castigará a ninguna persona protegida por infracciones que no haya cometido personalmente. Están prohibidos los castigos colectivos, así como toda medida de intimidación o de terrorismo. Están prohibidas las medidas de represalia contra las personas protegidas y sus bienes”.

Además, las autoridades israelíes impiden la entrada de lo que catalogan como productos de lujo, entre los que se incluyen la pasta, los garbanzos, las lentejas, el tomate, las galletas, la mermelada o los dátiles. La situación roza el esperpento, dado que la lista de productos prohibidos no es pública y varía de un día a otro, lo que constituye un verdadero quebradero de cabeza para las agencias humanitarias.

Aunque puede considerarse un primer paso que Obama se refiriese en su discurso cairota a “la intolerable situación del pueblo palestino” y manifestase que “la continuada crisis humanitaria en Gaza no sirve a la seguridad israelí”, todavía queda mucho camino por recorrer. Entre otras cosas, EEUU deberá demostrar si está dispuesto a pasar de las palabras a los hechos, presionando no sólo para que Israel detenga su actividad colonizadora en Cisjordania, sino también para que ponga fin al inhumano bloqueo de Gaza. Como denunciaran recientemente varias organizaciones no gubernamentales inglesas, “la paz no se alcanzará encerrando a un millón y medio de personas en una prisión de pobreza y miseria”.

    Also absent is any mention of the fact that Hamas is a terrorist organization responsible for hundreds of lives being shredded to pieces, in buses, coffee hops, supermarkets, from Jerusalem or Tel-Aviv.

    Also absent is any mention of the Hamas Charter, with its core aim at the genocide of all Jews. An aim that is being drummed into the minds of tender Palestinian children making the prospect of any peace even more illusive than ever.

    Where do you learn such ignorance? Such single minded talent for villifying an entire nation for defending itself against its would be genociders?
