Facing the ‘Dark Skies and Mountainous Terrain’ of American Technological Hegemony, Our Microchip Industry Needs To Find a Glimmer of Hope That Will ‘Shine the Path Forward’

Recently, the Department of Commerce increased export controls on integrated circuits to China and adjusted the “unverified list” of export controls. In a vain attempt to protect its leading position and weaken or even eliminate our country’s high-end integrated circuits industry and ability for technological innovation, the United States has in recent years imposed wave after wave of export controls, cut off the supply of microchips, passed the CHIPS and Science Act, pursued the Chip 4 Alliance as well as other legal and diplomatic methods, and unceasingly expanded the scope of attack against China’s microchip industry.

In its attempt to establish microchip hegemony, the United States uses the false pretense of security guarantees while it is in fact following a policy of suppression and containment. America is targeting our semiconductor industry through a series of sanctions that seriously violates international rules and wreaks havoc on the world economic order, thereby politicizing and weaponizing a benign technological competition. To protect its technological hegemony, America is even willing to hurt the interests of its own businesses and allies. The interests of all nations are deeply embedded in the semiconductor industry since it requires one of the highest degrees of cooperation in the globalized division of labor. America’s blockage of technology to China is no different than an insect isolating itself in a cocoon; every one of America’s allies can see clearly that America’s private interests are behind its technological hegemony, and they will be resolute in moving toward establishing the autonomous technological innovation of their respective countries.

General Secretary Xi Jinping’s congratulatory letter to the International Forum on Resilient and Stable Industrial and Supply Chains, which took place on Sept. 19, stated, “Maintaining the resilience and stability of global industrial and supply chains is a vital guarantee for promoting the development of the world economy and serves the common interests of people globally.” Currently, the increased downward pressure on the world economy, the tiring of global consumption, and the low revenues and profits of Advanced Micro Devices, Inc., Samsung, Micron Technology and other leaders of the microchip industry prove that the global semiconductor industry is moving into a downward cycle. In this environment, we call for the continued deepening of international cooperation in the semiconductor industry, the maintenance of properties of public goods in the industrial and supply chains, the shared handling of the industry’s “winter,” and the promotion of the gains of technological development to better serve the peoples of all countries.

At present, China’s technological specialists and accumulation of knowledge are already at a first-class level. The attempt by the United States to unilaterally sanction and destroy an entire industry in China cannot possibly succeed. Facing the “dark skies and mountainous terrain” of American technological hegemony, our country should take further steps to continue legally cooperating with other countries. “In the midst of crisis appears opportunity, and in change novelty.” China should push the microchip industry toward finding that glimmer of hope that will shine the light forward.


面对美科技霸权的“山重水复” 我芯片行业要走向“柳暗花明”

近日,美国商务部升级集成电路领域对华出口管制并调整出口管制“未经验证清单”。近年来,美轮番实施出口管制、芯片断供、芯片法案、芯片四方联盟等法律外交手段,不断扩大对华芯片产业打击面,妄图削弱乃至扼杀我国高端集成电路产业和科技创新能力,确保美国领先。
美以保障安全之虚,行打压遏制之实,试图构建“芯片霸权”。美针对我半导体产业实施的一系列制裁措施严重违反国际规则,破坏世界经济秩序,将良性的科技竞争政治化、武器化,为维护自身科技霸权需要不惜损失本国企业和盟友利益。半导体作为全球化分工合作程度最高的产业之一,世界各国利益都深嵌其中,美对华实行技术封锁无异于作茧自缚,包括美国盟友在内的各国都看清了美科技霸权背后的自私自利,将更加坚定实现本国科技自主创新的脚步。
2022年9月19日,习近平总书记在产业链供应链韧性与稳定国际论坛的贺信中指出:“维护全球产业链供应链韧性和稳定是推动世界经济发展的重要保障,符合世界各国人民共同利益。”当前,世界经济下行压力加大,全球消费市场疲软,AMD、三星、美光等芯片龙头的营收利润不佳,表明全球半导体行业正步入下行周期。在此环境下,我们呼吁继续深化半导体产业国际合作,维护产业链供应链的公共产品属性,共同应对行业寒冬,推动科技发展成果更好惠及各国人民。
现今,中国的技术人才和知识积累已经达到世界一流水平,美试图通过单边制裁手段摧毁中国的一个完整产业是不可能成功的。面对美科技霸权的“山重水复”,我国将进一步在合规框架下继续对外合作,“在危机中育新机,于变局中开新局”,推动我芯片行业走向“柳暗花明”。
