By the number of gang leaders arrested? By the confiscations of drugs, by the price of drugs out in the streets or by levels of consumption? How can one know if there was any progress and how much is there left to achieve a point of equilibrium equal to a normal state of things?
All of this goes to say that the American domestic issue does necessarily concern us, because at the time of accepting help via the Merida initiative, Mexico got involved in – for better or for worse — the U.S. public debate. What the representatives are now asking is the definition of the bilateral agenda — not only with respect to intentions but also with respect to measurable results. There are millions of taxpayer dollars of that nation at stake, and they want to know if their resources are being well invested. They are entitled to that.
What follows is that the reach of the project and its goals are clarified, as well as the indicators to determine them. A basic perception is that if drugs keep flowing uncontrolled into U.S. territory, if the violence has already reached their cities and if the consumption does not go down (instead of continuing to grow), then the investment might be insufficient or useless. Esta elemental petición de rendición de cuentas al interior del país vecino va al corazón de una cuestión fundamental en la agenda bilateral: cómo medir los resultados y la eficiencia de la lucha contra el crimen organizado en México. ¿Por número de capos detenidos, por decomisos de estupefacientes, por el precio de las drogas en la calle, por niveles de consumo? ¿Cómo saber que hay avances y qué tanto falta para alcanzar un punto de equilibrio equivalente a un estado normal de las cosas?
Es decir, el asunto doméstico estadounidense necesariamente nos atañe, porque al momento de aceptar ayuda vía la Iniciativa Mérida, México se subió —para bien y para mal— al debate público de los Estados Unidos. Lo que piden los legisladores es la definición de la agenda bilateral, no sólo a partir de intenciones sino de resultados mesurables. Hay millones de dólares de los contribuyentes de aquella nación que quieren saber si sus recursos están siendo bien invertidos. Están en su derecho.
Lo que sigue es que se clarifiquen los alcances y las metas, así como los indicadores para determinarlos. Una percepción básica es que si la droga sigue fluyendo sin control a territorio de EU, si la violencia ya alcanzó sus ciudades y si el consumo no disminuye sino que asciende, entonces la inversión podría estar siendo insuficiente o inútil. En un esquema así sólo ganan los contratistas, pero no el pueblo estadounidense. Por eso es necesario saber cuál es el plan original y en qué etapa de progreso se encuentra.
El gobierno mexicano no tiene por qué subordinarse a los poderes de otros países, así sean aliados, pero sí tiene la obligación de transparentar sus logros y retos al pueblo de México. En tal sentido, clarificar los alcances y tiempos de la colaboración binacional servirá para tener un diagnóstico más preciso del estado que guarda esta lucha y los pasos que se piensan seguir dando.
