At the beginning of 2015, Bolivia proposed a plan for the full reestablishment of relations with the United States. This means the return of ambassadors and the implementation of a political agenda in accordance with the canons of modern diplomacy. As anticipated by Chancellor David Choquehuanca, the way forward is a meeting at “the highest level,” that is, a meeting between President Evo Morales and his colleague Barack Obama.

For the presidents to meet, diplomatic agents on both sides will have to take various initial steps and lobbying actions. One of the first signs in this process has been the designation of Tom Malinowski, assistant secretary of state for Democracy, Human Rights and Labor, as Obama’s representative for the swearing-in of President Evo Morales — Jan. 21 and 22. The emissary, who has the rank of deputy foreign minister, will have a message for Morales. That is expected.
The diplomatic authority will lead a delegation, which will include Alejandra Castillo, the national director of the Minority Business Development Agency. This is apparently a sign showing the practical path to the new, bilateral agenda of La Paz and Washington.

Al despuntar el 2015, Bolivia propuso una ruta crítica para el restablecimiento pleno de las relaciones con Estados Unidos. Esto supone la restitución de embajadores y la puesta en marcha de una agenda política acorde con los cánones de la diplomacia moderna. El camino a seguir, según anticipó el canciller David Choquehuanca, es una reunión “del más alto nivel”; es decir, un encuentro entre el presidente Evo Morales y su colega Barack Obama.

Para la reunión de los mandatarios hará falta el cumplimiento de varias etapas previas y cabildeos a cargo de los agentes diplomáticos de ambos lados. Una de las primeras señales en este proceso ha sido la designación de Tom Malinowski, subsecretario de Estado para Democracia, Derechos Humanos, como el representante de Obama para la toma de juramento del presidente Evo Morales (21 y 22 de enero). El emisario, que tiene rango de vicecanciller, algún mensaje traerá en su valija. Eso se espera.
