Creation of a New Chapter in Sino-US Relations

The result of the U.S. presidential election has been announced: President Obama won re-election. China’s leader has called to congratulate him.

Sino-U.S. relations have been stable for more than 30 years, during which earth-shaking changes have occurred. Bilateral exchanges between the two have pierced every level of every field, penetrating into both cities and rural areas. Since the beginning of the new century, China and the United States have continued to develop communications in many new areas: Security cooperation has been extended to many non-traditional areas, and the overwhelming momentum of economic and trade exchanges are unstoppable. Both sides recognize the mutual benefits and are willing to build their relations into a new type of relations between great powers.

During President Obama's current term, China and the United States have already taken a series of new measures to expand cultural exchanges between the people and promote two-way trade and investment, continually deepening and broadening the dimension of the cooperation. Needless to say, many contradictions exist between China and the United States. Faced with China's rapid development, anxiety in some countries, including the United States, is also increasing. This is not only understandable, but also something that representatives from both sides should focus on and try to solve.

These anxieties also made their way into the U.S. presidential election this time. People noted that during the election period, the presidential candidates from both parties frequently used China as their topic, which reveals their lack of confidence. They insist on accusing the “manipulation” of exchange rates by a third country despite the fact that the reorganization of essential factors of national productivity is caused by globalization. In fact, even more alarming than the outsourcing of the U.S. manufacturing is the collective oversight of American elite. Globalization driven by the United States diffused the technological monopoly of the United States; the deep desire of the United States for human resources in other countries formed the loss of United States capital.

Since globalization is a combination of the quality production resources of many countries, the United States cannot only complain about the loss of manufacturing and employment while ignoring the wealth and fortune gained through it. Also, the United States cannot only criticize other countries for their late start on environmental standards without recollections of the source of its own clean homeland. The presidential candidates, Obama and Romney, had some overstatements in their respective speeches in this election. Some of their accusations against China may not even be convincing to themselves or are impossible to be treated as national policy. For example, Obama said in his presidential campaign four years ago that China is manipulating its currency, but he still instructed the ministry of finance to not implement what he said after he won the election.

When the U.S. presidential election result is finalized and the two parties of the United States vow to cooperate for the development of one republic, China and the United States also need to put aside their differences and plot new relations for the fundamental interests of their people. In order to achieve this, China and the United States need to respect each other’s core concerns, mutually observe each other's major worries, use international law as a common yardstick, actively maintain international stability and shape a fair and rational international order.

Both China and the United States are at an important moment of replacement of leadership. At this time, both nations are calling for a new generation of visionary politicians who have a profound grasp of the common law of development of their own nation and the world from the point of view of humanity and lasting global prosperity and stability. [These politicians must also] properly balance various internal and external factors and actively seek good prospects. We believe that after one term of his administration, the Obama administration’s foreign policy is gradually forming. Striving for cooperation to resolve international differences is still the first choice at the federal level. At the same time, China has always advocated and pursued peaceful coexistence in the face of conflicts between countries. Therefore, in handling bilateral and multilateral international affairs, China and the United States have considerable accordance in their interests.

Today is the day of the opening of the Eighteenth National Congress of the Communist Party of China. In this transitional and historic moment, the Chinese people are confident about their future. We are also confident about the peace and progress of future the world and are looking forward to the construction and development of various countries, including the United States. We hope that the next term of U.S. government will cooperate with friends around the world and China, as well as play an exemplary role for the world’s prosperity, security, unity and cooperation.


美国总统大选结果已经揭晓,奥巴马总统成功连任,中国领导人向他致电表示祝贺。

中美关系正常化已有30多年。这30多年,中美两国关系发生了天翻地覆的变化。两国各方面的交流已经深入各个层级,渗入双方的城镇乡村。进入新世纪以来,中美在许多新的领域中继续开拓交流,安全合作已延伸到诸多非传统领域,经贸交往的势头更是势不可挡,双边互惠更趋对等,两国愿意将双边关系协力建设成新型大国关系。

在奥巴马总统当前任期中,中美两国已经采取了一系列新的措施,以扩展两国民众之间的文化交流,促进双向互惠经贸投资,双方合作层面不断加深拓宽。但也毋庸讳言,中美本来就存在着诸多矛盾。面对中国的快速发展,一些国家包括美国的相关焦虑也在增加。这既是可以理解的,也是双方一切负责任的人士所应予以重视并着力解决的。

这些焦虑也多少带入了这次美国总统大选。人们注意到在这次大选期间,美国两党的总统候选人时拿中国说事,显得缺乏自信。明明是全球化引起的各国生产力要素重组,偏要指责他国“操纵”汇率。其实比美国制造业外包更令人警醒的是美国精英的集体失察:是美国推动的全球化,弥散了美国的技术垄断;是美国对他国人力资源的高度觊觎,才形成了美国资本离岸的洪流。

全球化既然是各国优质生产资源的组合,美国就不能只抱怨制造业和就业流失而不庆幸财富朝着美国聚合,美国也不能只指责他国环保标准之初等而不感怀自身国土净洁的来源。总统候选人奥巴马和罗姆尼在本次竞争中分别有过一些言过其实之辞。他们指责中国的一些话,很可能连他们自己都不相信,或者根本无法被当作国家政策。譬如,奥巴马在4年前竞选总统时说过中国操纵人民币汇率,但他在当选总统后还得指示其财政部不要按此执行。

当本次美国总统大选尘埃落定,当美国两党誓言合作建设同一个合众国的时候,中美双方也需要摈弃前嫌,为着两国人民的根本利益,图谋新型大国关系。为此,中美有必要彼此尊重各自的核心关切,相互体察彼此重大忧虑,共同以国际法为准绳,积极维护国际稳定,塑造一个公平合理的国际秩序。

中美都处在领导层换届更替的重要时刻。在这个时候,两国都在呼唤具有远见卓识的新一代政治家能从人类和世界的持久繁荣和稳定出发,深刻把握本国和世界的共同发展规律,妥善平衡内外各种因素,谋取积极进取的良好前景。我们相信,在经过了一个任期的施政之后,奥巴马政府的对外政策渐趋成形。争取合作解决国际分歧,仍然是当前华盛顿方面的首要选择。与此同时,中国历来主张和平共处,在面临国家间矛盾时总是奉行以和为贵的方针。因此,中美在处理双边与多边国际事务中,有着相当的利益契合。

今天是中国共产党第十八次全国代表大会开幕的日子。在这承上启下、开拓未来的历史性时刻,中国人民对自己的未来充满信心。我们也对世界未来的和平进步充满信心,对包括美国在内的各国建设和发展充满期待。我们祝愿下届美国政府能同世界广为友好合作,中美两国能为世界的繁荣和安全,团结合作,起到表率作用。
