The door is closing on political and financial agreements for Venezuela, as long as Nicolas Maduro and his cabinet remain at the helm of government. Many question the motives behind U.S. State Department accusations and its rationale for issuing them now when humanity is experiencing the severity of the COVID-19 crisis.

It is the perfect storm: Venezuela’s economic crisis and the arrival of the coronavirus. There is no way to face this new drama without international aid. There is a lack of gasoline, four refineries are 80% paralyzed, public and sanitary services have collapsed, and industries are operating at 20%, without economic reserves.

Maduro revealed his government’s dramatic financial situation, as he requested $5 billion from the 21st century’s great enemy of socialism, the International Monetary Fund. Because that entity does not recognize the legitimacy of his presidency, it is impossible that the IMF will allocate resources. Thus, the Venezuelan president has again asked for dialogue with moderates in the opposition, bypassing Juan Guaído, who is recognized internationally as president of the National Assembly.

Aid provided by Russia and China is not enough to cover preparations for the pandemic; experts have warned of its potential to spread in Venezuela.

Ariana Fajardo Orshan, U.S. Attorney for the Southern District of Florida, is one of the officials who has handled many of the cases of money laundering, drug trafficking, and corruption involving senior Venezuelan officials and their partners. In reaction to the State Department’s announcement, she indicated that Justice Department investigations into the Maduro regime have been conducted over many years to show all that has been stolen from Venezuela; “It is the reason this day is historic.”*

Fajardo Orshan stressed that although the regime has abandoned its activities, "There is no possibility that we will negotiate with them."* The prosecutor reiterated that the regime has laundered $400 million in the state of Florida, alone — money that has been frozen by the U.S. Treasury Department.

The Fajardo Orshan statement further held that, even with negotiation, those who were identified would be held to answer in the United States. Likewise, Secretary of State Mike Pompeo called for an end to the political crisis in Venezuela, for free elections with a new electoral body, and for lifting of all restrictions on the participation of political parties and individuals in autonomous legislative and presidential elections.

Maduro has rejected these demands outright, as have the most important leaders of the executive branch. Thus, the window for a negotiated resolution seems to have closed, despite the suffering which affects most of the Venezuelan population.

So far, the armed forces, led by General Vladimir Padrino López, who is among the accused , and the United Socialist Party of Venezuela, led by Diosdado Cabello, have shown their support for Maduro's management and his position of not giving in to demands for free elections.

At the same time, Madurism’s position is to block Guaido’s possibility as a factor in any negotiations. For this reason, they are calling on moderates, while accusations intensify against the Guaidó faction and the leaders of Popular Will.

Se cierra la brecha para buscar acuerdos políticos y financieros para Venezuela en tanto Nicolás Maduro y el grupo que gobierna sigan al frente del Ejecutivo. Muchos se preguntan qué hay detrás de las acusaciones anunciadas por el Departamento de Estado de EEUU y por qué se emiten justo en este momento cuando la humanidad atraviesa la más severa crisis generada por el Covid-19.

La crisis económica venezolana encontró la “tormenta perfecta” con la llegada del coronavirus. Sin gasolina con las 4 refinerías paralizadas en 80%, servicios públicos y sanitarios colapsados, industrias trabajando al 20% y sin reservas económicas, no hay forma de afrontar esta nuevo drama sin la ayuda internacional.

Hasta Nicolás Maduro al solicitar 5 mil millones de dólares al gran enemigo del Socialismo del Siglo XXI, el Fondo Monetario Internacional, puso en evidencia la dramática situación financiera de su gobierno. Ante la imposibilidad del organismo de emitir esos recursos por no reconocer su legitimidad como presidente, el mandatario venezolano ha llamado nuevamente al diálogo, a los factores moderados de la oposición, pero desconociendo al presidente de la Asamblea Nacional, Juan Guaidó, quien es quien cuenta con el reconocimiento internacional.

La ayuda prestada por Rusia y China no es suficiente para cubrir las necesidades de la pandemia y la posibilidad de que ésta se extienda en Venezuela ha sido alertada por los especialistas.

La fiscal del Distrito Sur, Adriana Fajardo, es una de las funcionarias que ha llevado una gran cantidad de casos de lavado de dinero, narcotráfico y corrupción que implica a altos funcionarios venezolanos y sus socios. En reacción a los anuncios del Departamento de Estado, señaló que las investigaciones del Departamento de Justicia de EEUU contra el régimen de Maduro duraron muchos años para poder “demostrar todo lo que han robado a Venezuela; razón por la cual este día es histórico”.

Fajardo señaló que aunque el régimen se retracte de sus acciones; “no hay posibilidad de que negociemos con ellos”. La fiscal reiteró que habrían lavado 400 millones de dólares, solo en el estado de Florida; dinero congelado por el Departamento del Tesoro.

Esa declaración de Fajardo indica que, incluso, con una negociación, los señalados tendrían que responder a la justicia en Estados Unidos. Igualmente, el secretario de Estado, Mike Pompeo, llamó a poner fin a la crisis política en Venezuela y a convocar elecciones libres con nuevo organismo electoral y a levantar todas las restricciones a partidos políticos e individuos para participar en elecciones legislativas y presidenciales autónomas.

Estas exigencias han sido rechazadas de plano por Maduro y por los más importantes jefes del Ejecutivo, por lo cual una salida por la vía de la negociación luce cerrada a pesar del padecimiento que afecta a la mayoría de la población venezolana. Hasta el momento la Fuerza Armada, liderada por el general Vladimir Padrino López, también acusado y el PSUV, comandado por Diosdado Cabello, han mostrado su respaldo a la gestión de Maduro y la postura de no ceder ante demandas de elecciones libres. Al mismo tiempo la postura del madurismo es bloquear la posibilidad de que Guaidó sea un factor en los mecanismos de negociación. Por ello convocan a los factores moderados mientras arrecian las acusaciones contra el sector de Guaidó y los líderes de Voluntad Popular.
