25 Years Since US 9/11 Attacks: We Must Make the Effort To Overcome Division

Today marks 25 years since the 9/11 terrorist attacks in the U.S., which claimed the lives of approximately 3,000 victims, including Japanese nationals. The hijacking of four airliners and attacks on the World Trade Center's twin towers in New York and the Department of Defense outside of Washington, D.C., shocked the world.

The international terrorist organization al-Qaida committed crimes that intensified prejudice and discrimination against Islam inside and outside of the U.S., and the U.S. government began its “war on terrorism.” However, the terrorism stems from a deep-rooted division between the U.S., Europe and the Islamic world. A sustained effort to dispel mutual distrust is an indispensable and basic principle of anti-terrorism.

In October 2001, the administration of then President George W. Bush launched military attacks on Afghanistan, which was ruled by the al-Qaida-backed Islamic fundamentalist Taliban organization. Furthermore, the U.S. promoted a policy to wipe out radical Islamism throughout the world, and in 2003, invaded Iraq, on the pretext that Iraq possessed weapons of mass destruction. However, the battle against terrorism ended in failure.

Although the regime of Iraq's leader, Saddam Hussein, was toppled, it created a power vacuum that allowed the radical Islamic State to gain power and strengthened the influence of the anti-American Shia Muslim Iran. In Afghanistan as well, the withdrawal of U.S. troops in 2021 was an opportunity for the Taliban to rise again.

Instead of cleaning up radical organizations, the result has been the spread of terrorism in Africa, among other places. Using the strategy of controlling the targets of hatred by force has exposed its limitations.

In the last two years, President Donald Trump's administration has attacked Iran, forgetting the lessons of the past. The fighting has already gone on for half a year without implementing the regime change the administration expected, and there is no path to an end in sight.

The rift between the U.S. and Europe and the Islamic world had deepened before 9/11. One primary factor was Palestine. Israel has repeatedly established illegal settlements in Palestinian territory and launched attacks under the guise of a right to self-defense. Even though Israel has disregarded the Oslo Accords, which provide for the parties to coexist, the U.S. and Europe continue to look the other way. Developed nations should bear in mind the key point that this policy confers a “moral justification” for armed organizations that are hostile to the U.S. and Israel.

Nevertheless, there are also movements that show signs of overcoming division. In New York, a pro-Palestinian Muslim, Zohran Mamdani, was elected mayor. We should make an effort to promote reconciliation that transcends religion and origin.

Japan cannot remain indifferent to division, either. Former Prime Minister Junichiro Koizumi's administration followed in the footsteps of fighting terrorism, deploying Japan Self-Defense Forces to Iraq without meeting the requisite conditions for a ceasefire. We must not forget that since Japan took that action, the collective right of self-defense and the ability to attack enemy bases have become gradually acceptable.

In recent years, there has been a rise in xenophobia among certain Japanese citizens, and Prime Minister Sanae Takaichi's administration has pushed for stricter immigration controls. We must reconsider whether government policies, and our words and actions, are intensifying divisions.


<社説>米中枢テロ25年/分断克服への取り組みを

日本人を含む約3千人が犠牲となった2001年9月11日の米中枢同時テロからきょうで25年を迎える。旅客機4機を乗っ取り、ニューヨークの世界貿易センタービル2棟やワシントン近郊の国防総省ビルに突入させる手口は世界を震撼(しんかん)させた。

 国際テロ組織アルカイダの犯行とされ、米国内外でイスラム教徒への偏見や差別が激化し、米政権は「テロとの戦い」を始めた。だがテロの背景には、欧米とイスラム社会との根深い分断があった。根本的なテロ対策には、相互不信を払拭する息の長い取り組みが欠かせない。

 当時のブッシュ米大統領は同10月、アルカイダを支援するイスラム主義組織タリバンが支配するアフガニスタンへの軍事攻撃を開始した。さらに世界中のイスラム過激派を掃討する方針を掲げ、大量破壊兵器保持を口実に03年にイラク進攻に踏み切った。しかし、テロとの戦いは失敗に終わったと言わざるを得ない。

 イラクのフセイン政権は倒れたものの権力の空白は過激派組織「イスラム国」の台頭を招き、反米のシーア派大国イランの影響力を強めた。アフガニスタンでも21年の米軍撤退を機にタリバン政権が復権した。

 過激派組織の掃討はかえってアフリカなどでのテロ行為の拡散を招いた。力をもって憎悪の対象を制する手法は限界を露呈したと言える。

 トランプ米大統領は昨年と今年、過去の過ちを忘れたかのようにイランを攻撃した。期待した政権転換は実現せず、半年以上が経過しても戦闘終結の道のりは見えない。

 欧米とイスラム社会との分断は9・11以前から深まっていた。要因の一つはパレスチナ問題だ。イスラエルはパレスチナ自治区への違法な入植や自衛権を盾にした攻撃を繰り返してきた。共存をうたうオスロ合意はほごにされたが、欧米は見て見ぬふりを続けた。この態度が米国やイスラエルと敵対する武装組織に「大義」を与えてきたことを先進国は肝に銘じなければならない。

 ただ分断克服のきざしとなり得る動きもある。ニューヨークでは親パレスチナのイスラム教徒、マムダニ市長が誕生した。宗教や出自を超え融和を図る取り組みに期待したい。

日本も分断の流れとは無縁ではない。小泉政権はテロとの戦いに追随し、停戦合意などの要件を満たさないまま自衛隊のイラク派遣に踏み切った。それを機に集団的自衛権や敵基地攻撃能力がなし崩し的に容認されてきたことを忘れてはならない。

 近年は在日外国人排斥の主張が一部で高まりを見せ、高市政権は在留資格の厳格化で後押しする。政府の政策や私たちの言動が分断を深めていないか、問い直す必要がある。
